Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Councilor Abbarno led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes, Councilor Abbarno, Councilor McGee and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
MAYOR PRO-TEM VOGT  MOVED, SECONDED BY COUNCILOR BARNES, TO APPROVE THE AGENDA AS PRESENTED..motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Judy Anderson, Centralia, addressed the Council and spoke on her concerns with the  Borst Avenue project.
 
Peter Lahmann, Centralia, addressed the Council and reported on the Armistice Day event.
 
Bill Ralph, Centralia, addressed the Council and noted his concern to the high voltage power lines on Summa Street.
 
Alexis Hardy, Centralia, addressed the Council and spoke on library events.
 
3. Presentations
a. Lewis County Update - Commissioner Fund
 
Commissioner Fund updated the council and audience on County issues and events.
 
4. Reports
 
Councilor Luond - reported she attended a Lewis County Commissioners roundtable and thanked all involved in the trick or treating event downtown and at the outlets.
 
Councilor Abbarno - reported he attended a Centralia Police Department community meeting, the Arbor Day tree planting event, worked a shift at the Severe Weather Shelter and met with the Governor on homelessness issues.
 
Councilor Staebler - reported she attended various Veteran's Day events and a Centralia Downtown Associations meeting.
 
Councilor McGee - reported that there will be a Young Professionals meeting on November 13th from 5:00 pm - 7:00 pm at the Shire.
 
Councilor Barnes - reported she attended a Finance Committee meeting and Veteran's Day events.
 
Mayor Pro-Tem Vogt - reported he attended various Veteran's Day events and spoke on the history of the library.
 
Mayor Coumbs - reported he attended various Veteran's Day events and met with the Governor.  He announced, with the help of Mayor Pro-tem Vogt, that Noah Markstrom had passed away from cancer.  The City had declared him Super Hero for the day on September 13, 2019.  He added that the Borst Park Light display is scheduled for December 6-25, 2019.
 
Emil Pierson - updated the Council on the Park Monument Policy.
 
Kim Ashmore - updated the Council on leaf removal.
 
Chief Nielsen - updated the Council on traffic enforcement.

6. Consideration of a bid award - Salzer Substation Construction Project 2,327,187.30
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE BID AWARD TO MICHELS POWER FOR THE SALZER SUBSTATION CONSTRUCTION PROJECT IN THE AMOUNT OF $2,327,187.30 ...motion PASSED...7-0.
 
7. Consideration of a resolution declaring certain personal property to be surplus
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY SURPLUS AND AUTHORIZE AND DIRECT STAFF TO DISPOSE OF SAID PROPERTY FOR THE HIGHEST AND BEST PRICE...motion PASSED...7-0.
 
8. Consideration of a resolution adopting the ADA Transition Plan for Public Right-of-Way
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION ADOPTING ADA TRANSITION PLAN FOR PUBLIC RIGHT-OF-WAY...motion PASSED...7-0.
 
9. Consideration on first and final reading an Ordinance relating to Zoning, specifically Chapter 20.66, Special Uses, extending the interim Zoning Ordinance relating to Residential Care Services, amending Centralia Municipal Code Chapter 20.66, Special Uses, adding and amending definitions, uses processed, uses permitted and amending definition of CMC 20.06.305 "Essential Public Facilities," setting a date for a public hearing and declaring an emergency
 
City Attorney Shannon Murphy-Olson addressed the Council and stated that in order to to study the entire Special Use Code, at the request of the Planning Commission and City Council, an additional six (6) months is needed.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE,  TO APPROVE ON FIRST AND FINAL READING AN ORDINANCE OF THE CITY OF CENTRALIA RELATING TO ZONING, SPECIFICALLY CHAPTER 20.66, SPECIAL USES, EXTENDING THE INTERIM ZONING ORDINANCE RELATING TO RESIDENTIAL CARE SERVICES FOR SIX (6) ADDITIONAL MONTHS, AMENDING

10. Consideration on first reading of an Ordinance setting the 2020 Property Tax Levy
 
Finance Director Bret Brodersen reviewed the property tax ordinance with the Council and audience.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE AUTHORIZING A ZERO PERCENT INCREASE IN THE CITY OF CENTRALIA'S REGULAR PROPERTY TAX LEVY FROM WHAT WAS LEVIED THE PREVIOUS YEAR...motion PASSED...4-3 (Mayor Coumbs, Mayor Pro-Tem Vogt and Councilor Staebler).
11. Consideration to authorize staff to enter into a Professional Services Agreement for the commercial appraisal of the City Owned Golf Course Property
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE,  TO AUTHORIZE STAFF TO SELECT AND ENTER INTO AN AGREEMENT WITH A COMMERCIAL APPRAISER FOR THE APPRAISAL OF THE CITY OWNED GOLF COURSE PROPERTY...motion PASSED...7-0.
