Mayor Coumbs called the meeting to order at 7:01 pm.
 
Pledge of Allegiance 
 
City Manager Rob Hill led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes and Councilor Luond.
 
Absent: Councilor Abbarno and Councilor McGee.
 
1. Approval of Agenda - As Presented
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE THE AGENDA AS PRESENTED..motion PASSED...5-0.
 
2. Comments by the Public on Non Agenda Items
 
Robert Jobe, Centralia, addressed the Council and read a statement into the record on behalf of Bill Ralph noting his opposition to the high voltage transmission lines and poles on Summa St.
 
Jan Sparks, Centralia, addressed the Council and spoke on the arboretum at Borst Park and upcoming improvements.
 
Diane Stedham-Jewell, Stephanie Williams, Christine Johnson (for Joni Fuller) and Erin Armstrong, Nurses Union UFCW 21, addressed the Council and spoke on their concerns as to changes being made by Providence Hospital.
 
3. Reports
 
Councilor Luond - reported she attended a Planning Commission meeting and noted that the Little League was managing the Borst Park Lights which will be open December 6-25.
 
Councilor Staebler - reported she attended a CDA meeting, the District 2 Police Community meeting, Twin Transit and added the Shop Small starts on Saturday.
 
Councilor Barnes - had no report.
 
Mayor Pro-Tem Vogt - reported he had 500 Trick or Treaters on Halloween, spoke on the  Tree Lighting Ceremony in Washington Park.
 
Mayor Coumbs - thanked staff for their hard work on getting all of the Holiday decor up in downtown.
 
Kim Ashmore - updated the Council on the sidewalk repair program.
 
Emil Pierson - updated the Council on the Parks Plan Survey results and the LWCF grant.
 
4. Consent Agenda
 
a. Voucher Approval for November 26, 2019 #223815 - 223989 $1,611,232.33
b. Payroll Approval for November 20, 2019 #136110-136116 and direct deposits #40065-40157 $136,065.00
c. Consideration of meeting minutes for November 12, 2019
d. Consideration of small works change order #1 $1,390.37 and final acceptance Fence Gates - total cost $8,401.73
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR STAEBLER, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...5-0.
 
5. Public Hearing regarding the Interim Zoning Ordinance relating to Residential Home Care Services
 
City Attorney Shannon Murphy-Olson reviewed the interim zoning ordinance and the process with the Council and audience.
 
Mayor Coumbs opened the public hearing at 7:58 pm.
 
There being no public comment,
 
Mayor Coumbs closed the public hearing at 7:58 pm.
 
6. Consideration of Amendment #9-RCO Agreement for China Creek Phase 2 Project, Increasing the reimbursable budget from $2,200,000.00 to $4,573,850.00
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR STAEBLER, TO APPROVE AMENDMENT #9 FOR THE CHINA CREEK PHASE 2 FLOODWATER STORAGE AND FISH HABITAT PROJECT IN THE REIMBURSABLE AMOUNT OF $2,373,850 AND AUTHORIZE THE CITY MANAGER TO SIGN SAID AMENDMENT...motion PASSED...5-0.
 
7. Consideration on first reading of an ordinance establishing a new fund - the Law Enforcement & Firefighter Plan 1 (LEOFF1) Other Post Employment Benefits (OPEB) Trust Fund 
 
Finance Director Bret Brodersen reviewed the ordinance with the Council and audience.
 
COUNCILOR LUOND MOVED, SECONDED BY COUNCILOR BARNES, TO APPROVE ON FIRST READING AN ORDINANCE ESTABLISHING A NEW FUND, THE LAW ENFORCEMENT & FIREFIGHTER PLAN 1 (LEOFF 1) OTHER POST EMPLOYMENT BENEFITS (OPEB) TRUST FUND...motion PASSED...5-0.
8. Consideration on first reading an ordinance approving amendment #3 to the 2019-
2020 Budget
 
Finance Director Bret Brodersen reviewed the proposed amendments to the budget with the Council and audience.
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR BARNES, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2019-2020 BUDGET BY INCREASING THE APPROPRIATIONS IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...motion PASSED...5-0.
9. Consideration on second reading of an Ordinance setting the 2020 Property Tax Levy
 
COUNCILOR LUOND MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO APPROVE ON SECOND READING AN ORDINANCE AUTHORIZING A ZERO PERCENT INCREASE IN THE CITY OF CENTRALIA'S REGULAR PROPERTY TAX LEVY FROM WHAT WAS LEVIED THE PREVIOUS YEAR...motion FAILED...2-3 (Mayor Coumbs, Councilor Barnes and Councilor Staebler).
 
COUNCILOR STAEBLER MOVED, SECONDED BY COUNCILOR BARNES, TO APPROVE ON SECOND READING AN ORDINANCE AUTHORIZING A ONE PERCENT INCREASE IN THE CITY OF CENTRALIA'S REGULAR PROPERTY TAX LEVY FROM WHAT WAS LEVIED THE PREVIOUS YEAR...motion PASSED 4-1 (Councilor Luond).
