Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Councilor Barnes led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes, Councilor Abbarno, Councilor McGee and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED..motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Joyce Hoerling, Centralia, addressed the Council and thanked Mayor Coumbs and Councilor Barnes for all they have done for the Veterans Pearl Street Pool.
 
Susan Fabian, library, addressed the council and reviewed the library's Strategic Plan 2020-2022.
 
Jan Nontell, Centralia. Addressed the Council and spoke on the upcoming Lighted Tractor Parade.
 
Commissioner Edna Fund and Andy Caldwell, Lewis County, addressed the Council and spoke on emergency preparation.
 
3. Presentation
a. Turfing the Sports Fields - Sports Commission
 
Todd Chaput, Sandra Wing and Elijah Wyatt addressed the Council and presented them  with a plan and funding options for turfing the sports fields.
 
4. Reports
 
Councilor Luond - spoke on the Borst Park lights and thanked Mayor Coumbs and Councilor Barnes for their service to the City of Centralia.
 
Councilor Abbarno - thanked Mayor Coumbs and Councilor Barnes for their service to the City of Centralia.
 
Councilor Staebler - thanked City Staff and  Mayor Coumbs and Councilor Barnes for their service to the City of Centralia.
 
Councilor Barnes - spoke on the work she and Mayor Coumbs have done together on the City Council.
 
Councilor McGee - reported on the upcoming Business Week at Centralia College.
 
Mayor Pro-Tem Vogt - presented plaques to Mayor Coumbs and Councilor Barnes.
 
Mayor Coumbs - thanked City Staff for all they do.
 
Shannon Murphy-Olson - reported that due to some ongoing issues there would be an ordinance forthcoming regarding property storage in the public right of way.  
 
Kim Ashmore - reported on the Borst Avenue project.
 
5. Consent Agenda

c. Consideration of meeting minutes for November 26, 2019
d. Consideration of amendment #1 to Consultant Agreement for On Call
Services for Water Department-Extending contract to December 31, 2021
e. Consideration of amendment #2 to Consultant Agreement for On Call 
SCADA support for Water Department-Extending the contract to December
31, 2021 and adding $30,000
f. Consideration of amendment #1 of Consultant Agreement for On Call 
Hydrogeologist Support for Water Department-Extending the contract to

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.
 
6. Consideration of approval of the final design for the Centralia Streetscape project
 
Elisabeth Wooten and Brandon Johnson of SCJ Alliance reviewed the proposed design for the Streetscape project.  Discussion followed.
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A FINAL DESIGN FOR THE CENTRALIA STREETSCAPE PROJECT AND DIRECT STAFF TO PROCEED WITH PROJECT IMPLEMENTATION...motion PASSED...6-1 (Councilor Barnes).
 
7. Consideration of Hotel/Motel Lodging Tax Fund Grant Allocations
 
Finance Director Bret Brodersen reviewed the proposed allocations with the Council.  Councilor Abbarno noted that he would be voting in favor of the allocations, however, wanted to note that he did not feel Lewis County should be funded with City of Centralia tax funds. 
COUNCILOR LUOND MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO APPROVE THE RECOMMENDATIONS FROM THE LODGING TAX ADVISORY COMMITTEE FOR THE GRANT ALLOCATIONS AS PRESENTED... motion PASSED...7-0.
 
8. Consideration on second reading of an ordinance establishing a new fund - the Law Enforcement & Firefighter Plan 1 (LEOFF1) Other Post Employment Benefits (OPEB) Trust Fund 
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE ESTABLISHING A NEW FUND, THE LAW ENFORCEMENT & FIREFIGHTER PLAN 1 (LEOFF 1) OTHER POST EMPLOYMENT BENEFITS (OPEB) TRUST FUND...motion PASSED...7-0.
9. Consideration on second reading an ordinance approving amendment #3 to the 2019-
2020 Budget
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING THE 2019-2020 BUDGET BY INCREASING THE APPROPRIATIONS IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED WITH THE ADDITION THAT THE PROPERTY TAX INCREASE MONIES IN THE AMOUNT OF $7,142.83 BE SPECIFICALLY DEDICATED TO THE COMMUNITY PROJECT SPECIAL APPROPRIATIONS FUND...
 
COUNCILOR STAEBLER MOVED, SECONDED BY COUNCILOR BARNES, TO AMEND THE MOTION AND HAVE THE $7,142.83 DEDICATED TO THE STREET PROGRAM FUND...motion FAILED...2-5 (Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Luond, Councilor McGee and Councilor Abbarno).
 
Mayor Coumbs called for a vote on the main motion...motion PASSED...7-0
 
10. Consideration of cancelling the December 24, 2019 City Council meeting and authorizing the Finance Committee to approve the vouchers for said date
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO CANCEL THE DECEMBER 24, 2019 CITY COUNCIL MEETING AND AUTHORIZE THE FINANCE COMMITTEE TO APPROVE THE VOUCHERS FOR SAID DATE...motion PASSED...7-0.
 
11. Closed Session to discuss Collective Bargaining - not subject to OPMA pursuant to RCW 42.30.140(4).
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO ADJOURN THE MEETING AND GO INTO CLOSED SESSION TO DISCUSS COLLECTIVE BARGAINING   NOT SUBJECT TO OPMA PURSUANT TO RCW 42.30.140(4)...motion PASSED...7-0.
