City Clerk Deena Bilodeau called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Ms. Bilodeau led the pledge of allegiance.
 
Attendance
 
Present: Councilor Vogt, Councilor Staebler, Councilor McGee, Councilor Abbarno, Councilor Luond, Councilor Smith Johnston and Councilor Cameron.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA WITH THE EXCEPTION OF PULLING OFF ITEM 7F FROM THE CONSENT AGENDA TO BE TAKEN UP AT A LATER DATE AND ASKED THAT ITEM 7E BE PULLED FOR DISCUSSION...motion PASSED...7-0.
 
2. Swearing in of new and re-elected City Council Members
 
Ms. Bilodeau swore in Peter Abbarno, Elizabeth Cameron and Kelly Smith Johnston.
 
3. Election of Mayor and Mayor Pro-Tem
 
Ms. Bilodeau called for nominations for the office of Mayor.  Councilor Abbarno nominated Sue Luond.  Councilor Staebler nominated Max Vogt.  There being no further nominations, Ms. Bilodeau called for those in favor of Sue Luond for Mayor.  Sue Luond was elected as Mayor with 5 votes (Councilor Abbarno, Councilor Smith Johnston, Councilor McGee, Councilor Cameron and Councilor Luond).
 
Ms Bilodeau called for nominations for the office of Mayor Pro-Tem.  Mayor Luond nominated Peter Abbarno.  Councilor Vogt nominated Rebecca Staebler.  Councilor Cameron nominated Max Vogt.  There being no further nominations, Ms Bilodeau called for those in favor of Peter Abbarno for Mayor Pro-Tem.  Peter Abbarno was elected as Mayor Pro-Tem with 4 votes (Mayor Luond, Councilor Smith Johnston, Councilor McGee and Councilor Abbarno).
 
4. Comments by the Public on Non Agenda Items
 
Sarah Brown, Chehalis, addressed the Council and spoke on amnesty.
 
Joyce Hoerling, Centralia, addressed the Council and welcomed the new Councilor's.
 
5. Presentations
a. Lewis County Update - Commissioner Fund
 
Commissioner Fund addressed the Council and spoke on Lewis County issues.
 
6. Reports
 
Mayor Pro-tem Abbarno - reported on the upcoming Polar Plunge, Chamber Banquet and Lewis County Chaplin event and stated we were mentioned in the Sate of the Union regarding homelessness.
 
Councilor Smith Johnston - thanked everyone and congratulated the new Mayor and Mayor Pro-Tem.
 
Councilor Staebler - welcomed the new Councilor's and reported she attended a CDA meeting.
 
Councilor McGee - had no report.
 
Councilor Cameron - welcomed the new Councilor's and congratulated the new Mayor and Mayor Pro-Tem.
 
Councilor Vogt - reported he attended a Mayor's meeting and a CDA meeting.
 
Mayor Luond - thanked the Council for voting her Mayor and read a statement into the record.
 
Rob Hill - welcomed the new Councilor's and congratulated the new Mayor and Mayor Pro-tem and gave a brief update on the Greenwood Cemetery.

Public Works Director Kim Ashmore addressed the Council and reviewed item 7e with the Council and responded to questions. 
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS AMENDED...motion PASSED...6-1 (Councilor Smith Johnston).
 
8. Consideration to adopt the Budget Calendar for 2020
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO ADOPT THE 2020 BUDGET AMENDMENT CALENDAR...motion PASSED...7-0.
 
9. Consideration of a Resolution declaring certain personal property surplus
 
Assistant Chief Denham addressed the Council and reviewed the proposed surplus property.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS AND AUTHORIZE AND DIRECT STAFF TO DISPOSE OF SAID PROPERTY FOR THE HIGHEST AND BEST PRICE...motion PASSED...7-0.
 
 
10. Consideration on first reading of an ordinance amending CMC 10.30.020 and 10.30.025 and adding a new section 10.30.040 Abandon Property in the City Right of Way
 
City Attorney Shannon Murphy-Olson reviewed the proposed ordinance with the Council.  Brief discussion followed.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE SECTIONS 10.30.020, 10.30.025 AND ADDING SECTION 10.30.040 TO CHAPTER 10.30 - NUISANCES AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
