Mayor Luond called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Mayor Luond led the pledge of allegiance.
 
Attendance
 
Present: Mayor Luond, Mayor Pro-Tem Abbarno, Councilor Vogt, Councilor McGee, Councilor Smith Johnston and Councilor Cameron.
 
Absent: Councilor Staebler.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.
 
2. Comments by the Public on Non Agenda Items
 
JP Anderson, Lewis County Public Health, addressed the Council and gave a housing update.
 
Gene Potter, Ethel, addressed the Council and spoke on the homeless issues in Centralia.
 
Andrew Balerud, Centralia, addressed the Council and spoke on the homeless issues in Centralia.
 
Lisa Striedinger-Hubbard, Centralia, addressed the Council and spoke on the homeless issue in Centralia.
 
Dick Watkins, Chehalis, addressed the Council and spoke on the electric service policy.
 
3. Proclamations

Mayor Luond read the proclamation into the record and Ryan Cole accepted it on behalf of United Way.
 
4. Presentations
a. Introduction of new K-9 Sampson and handler Officer Summers
 
Chief Nielsen introduced Sampson and Officer Summers.
b. Flood Authority Update - Ron Averill
 
Col. Averill updated the Council on the Flood Authority.
 
5. Reports
 
Councilor Cameron - spoke on volunteering at the Harrison Square Food Bank.
 
Mayor Pro-tem Abbarno - reported he attended the Chamber Banquet and the Lewis County EDC meeting.  He spoke on Hub City Mission food boxes and homelessness.
 
Councilor McGee - had no report.
 
Councilor Smith Johnston - reported she attended the Chamber Banquet and met with Councilors, School Board members and Port Commissioners
 
Councilor Vogt - reported he attended a Lewis County Historic Society and Transportation Strategic Council meeting.
 
Mayor Luond - requested a workshop to review ordinances related to code enforcement city wide.
 
Kim Ashmore - reported on the sidewalk repair program.

c. Consideration of meeting minutes for January 14, 2020
d. Consideration of a Professional Services Agreement with Schinnell Surveying and Mapping for the Greenwood Cemetery not to exceed $40,000
e. Consideration of a Consultant Agreement for Waster System Plan Update $66,400.00
f. Consideration of Final acceptance of Goods & Services Agreement for Jefferson Pump Station Standby Generator $35,511.24
g. Consideration to purchase a replacement Collection Supervisor Vehicle $37,950.84

7. Consideration of a resolution adopting connection fees to overhead and underground

City Attorney Shannon Murphy-Olson and City Light Director ML Norton addressed the Council and reviewed the resolution.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION ADOPTING CITY LIGHT SERVICE CONNECTION FEES FOR OVERHEAD AND UNDERGROUND CONNECTIONS...motion PASSED...6-0.
 
8. Consideration on first reading of an ordinance adopting the 2020 Washington State 
Standard Specifications for Road, Bridge and Municipal Construction
 
City Engineer Patty Page addressed the Council and reviewed the proposed ordinance.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE SECTION 14.24.010   STANDARD SPECIFICATIONS FOR ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION   DOCUMENTS ADOPTED BY REFERENCE AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...6-0.
9. Consideration on first reading of an ordinance vacating Brotherson Road
 
Ms. Page reviewed the proposed ordinance with the Council. 
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE AN ORDINANCE VACATING BROTHERSON ROAD FROM W.H. LONG ROAD TO THE WESTERNMOST TERMINUS...motion PASSED...6-0.
 
10. Consideration on second reading of an ordinance amending CMC 10.30.020 and 10.30.025 and adding a new section 10.30.040 Abandon Property in the City Right of Way
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE SECTIONS 10.30.020, 10.30.025 AND ADDING SECTION 10.30.040 TO CHAPTER 10.30 - NUISANCES AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...6-0.
 
11. Closed Session to discuss Collective Bargaining - not subject to OPMA pursuant to RCW 42.30.140(4).
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO ADJOURN THE MEETING AND GO INTO CLOSED SESSION TO DISCUSS COLLECTIVE BARGAINING   NOT SUBJECT TO OPMA PURSUANT TO RCW 42.30.140(4)...motion PASSED...6-0.
