Mayor Luond called the meeting to order at 7:03 pm.
 
Pledge of Allegiance 
 
Mayor Luond led the pledge of allegiance.
 
Attendance
 
Present: Mayor Luond, Mayor Pro-Tem Abbarno, Councilor Vogt, Councilor Staebler Councilor McGee, Councilor Smith Johnston and Councilor Cameron.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Chris Reese, Centralia, addressed the Council and noted his concern with citizen safety.
3. Presentations
a. Flood Authority Update - Ron Averill
 
Col. Averill updated the Council on Flood Authority issues.
 
b. Twin Transit Update
 
Joe Clark and Andrea Culletto updated the Council on Twin Transit issues.
 
4. Reports
 
Councilor Vogt - reported he attended the Lewis County 2025 Vision meeting for Realtors, 
EDC Banquet and spoke on changes in getting a list of names for citizens located in his district which is causing difficulties in mailing out his quarterly constituent meeting invitations.
 
Councilor Smith Johnston - spoke on the Centralia School Levy.
 
Councilor McGee - spoke on the Centralia School Levy.
 
Councilor Cameron - reported she attended the EDC Banquet.
 
Councilor Staebler - spoke on the Centralia School Levy and requested that staff look into updating the City website.
 
Mayor Pro-tem Abbarno - reported he attended an Olympia Master Builders meeting and the EDC Banquet.  
 
Mayor Luond - reported she attended the EDC Banquet.
 
Chief Nielsen - updated the Council on the Police Department.
 
Kim Ashmore - updated the Council on the Streetscape Committee process.
 
Emil Pierson - updated the Council on the splash pad, CRS rating and the skateboard ramps.
 
Rob Hill - stated that he had been talking with staff on updating the website.

c. Consideration of meeting minutes for February 11, 2020

e. Consideration of final acceptance - Labor and Construction of a portion of Salzer Transmission Line and a structure at May Street Sub $896,751.58
f. Consideration to purchase a 2020 Hyster Forklift $38,878.19
g. Consideration of an agreement for Interpreter Services with Pete Hinton for Court Certified Spanish Language Interpreter Services
h. Consideration of an agreement for Interpreter Services with All Hands Community Interpreting Services, LLC for American Sign Language Interpreter Services

6. Consideration of Mayor's appointment of Alyssa Mullins, Holly Ryan and Grant Massengale to the Historic Preservation Commission
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE MAYOR'S APPOINTMENTS OF ALYSSA MULLINS, HOLLY RYAN AND GRANT MASSENGALE TO THE HISTORIC PRESERVATION COMMISSION...motion PASSED...7-0.
 
7. Consideration on first reading of an ordinance amending CMC Chapter 20.66 - Special Uses
 
Community Development Director Emil Pierson reviewed the changes with Council. Brief discussion followed.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE RELATED TO ZONING, SPECIFICALLY CHAPTER 20.66 SPECIAL USES, AMENDING THE INTERIM ZONING ORDINANCE RELATED TO RESIDENTIAL CARE SERVICES, AMENDING THE CENTRALIA MUNICIPAL CODE CHAPTER 20.66 SPECIAL USES, ADDING AND AMENDING DEFINITIONS, USES PROCESSED, USES PERMITTED, AMENDING DEFINITIONS OF CMC 20.06.305 "ESSENTIAL PUBLIC FACILITIES" AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
8. Consideration on second reading of an ordinance amending CMC Chapter 13.04.105 -
Policy for Electric Service
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE CHAPTER 13.04.105 (POLICY FOR ELECTRIC SERVICE) AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
