Mayor Luond called the meeting to order at 7:02 pm.

Mayor Luond led the pledge of allegiance.
 
Attendance
 
Present: Mayor Luond, Mayor Pro-Tem Abbarno, Councilor Vogt, Councilor Staebler Councilor McGee, Councilor Smith Johnston and Councilor Cameron.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Teri Zambon, CDA, addressed the Council and updated them on CDA issues and events.
 
3. Presentations
a. Lewis County Update - Commissioner Fund
 
Commissioner Fund updated the Council on Lewis County issues.
 
b. Fox Theatre Update - Scott White
 
Scott White and Jamie Kaiser addressed the Council and updated them on the Fox Theater vision and renovation and introduced the new Executive Director Scott Stolarz 
 
4. Reports
 
Councilor Vogt - reported he attended the Southwest Clean Air meeting and the Workshop.
 
Councilor Smith Johnston - spoke on COVID-19.
 
Councilor McGee - reported that the Young Professionals will meet March 11th at 6:00 pm at Dick's Brewery.
 
Councilor Cameron - reported she attended a streetscape meeting.
 
Councilor Staebler - reported she attended a streetscape meeting.
 
Mayor Pro-tem Abbarno - reported he attended a streetscape meeting, workshops, Miss Lewis County and toured the Southwest Washington Flexible Training Center.
 
Mayor Luond - reported she attended a streetscape meeting and workshops.
 
Emil Pierson - updated the Council on the tree study results.
 
Kim Ashmore - updated the Council on compost.
 
5. Consent Agenda

c. Consideration of meeting minutes for February 25, 2020

MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE MAYOR'S APPOINTMENTS OF TODD MCCANN TO THE PLANNING COMMISSION...motion PASSED...7-0.
 
7. Consideration of a resolution for the Sole Source purchase of patented Trash
Rack Raking System
 
ML Norton and Micah Goo addressed the Council and reviewed the system with the Council and audience.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE,  TO APPROVE A RESOLUTION WAIVING BIDDING REQUIREMENTS AUTHORIZED UNDER RCW 39.04.280(1)(a), SOLE SOURCE PURCHASING OF A TRASH RACK RAKER, A PROPRIETARY PRODUCT, BY THE CENTRALIA LIGHT DEPARTMENT FOR THE UPGRADE OF THE TRASH SCREENING AND REMOVAL SYSTEM AT THE FOREBAY INLET AT THE YELM HYDRO PROJECT...motion PASSED...7-0.
 
8. Consideration on second reading of an ordinance amending CMC Chapter 20.66 - Special Uses
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE RELATED TO ZONING, SPECIFICALLY CHAPTER 20.66 SPECIAL USES, AMENDING THE INTERIM ZONING ORDINANCE RELATED TO RESIDENTIAL CARE SERVICES, AMENDING THE CENTRALIA MUNICIPAL CODE CHAPTER 20.66 SPECIAL USES, ADDING AND AMENDING DEFINITIONS, USES PROCESSED, USES PERMITTED, AMENDING DEFINITIONS OF CMC 20.06.305 "ESSENTIAL PUBLIC FACILITIES" AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
9. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(c).  Expected to last approximately 20 minutes with nothing to report after.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO ADJOURN IN TO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(C), EXPECTED TO LAST APPROXIMATELY 20 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session was called to order at 8:05 pm and adjourned at 8:25 pm with nothing to report.
