Mayor Luond called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Mayor Luond led the pledge of allegiance.
 
Attendance
 
Present: Mayor Luond, Mayor Pro-Tem Abbarno, Councilor Vogt, Councilor Staebler Councilor McGee and Councilor Smith Johnston.
 
Absent: Councilor Cameron. (Arrived at 7:26 pm)
 
A moment of silence was given for the State Trooper that was killed on the freeway earlier today.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA WITH THE AMENDMENT OF DELETING ITEM #7...motion PASSED...6-0.
 
2. Comments by the Public on Non Agenda Items
 
Mayor Luond read a comment in to the record from Kim of Centralia asking what will be done to assist families in need with their utility bills during this time of quarantine.  This will be discussed later in the meeting.
 
3. Reports
 
Councilor Vogt - had no report.
 
Councilor Smith Johnston - noted that she was working with the Boys and Girls Club, United Way, Chamber and EDC on providing supplies to front line medical workers.  She spoke on social distancing and emotional support.
 
Councilor McGee - had no report.
 
Councilor Staebler - reported she attended the Commissioner's update.
 
Mayor Pro-tem Abbarno - spoke on the need for everyone to help each other out. 
 
Mayor Luond - thanked staff for all their work during this time.
 
Bret Brodersen - spoke on the fiscal impacts to city funds.
 
Rob Hill - spoke on COVID-19 issues.
 
4. Consent Agenda
a. Voucher Approval March 24, 2020 #225303, 225311-225480 $1,345,005.45
b. Payroll Approval March 20, 2020 #136389-136394 and direct deposits #41120-41212 $135,015.00                      
c. Consideration of meeting minutes for March 10, 2020
d. Consideration of a contract with Centralia Monument for George Washington Lawn Cemetery plaque $4,295.54
e. Consideration of a haying agreement with James Road Dairy LLC
f. Consideration of a small works bid award for Overhead Power to Underground Power on Susan Street $6,026.10
g. Consideration of amendment #1 to the Goods and Services Contract for Temporary Fencing at Salzer Substation $1,650.13 and date extension to August 30, 2020
h. Consideration of an Interlocal Agreement with Twin Transit for the use of our Small Works Roster
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...6-0.
 
5. Consideration of COVID-19 Response and Policies
 
Directors from each city department spoke on how they are dealing with COVID-19 in their departments with regards to employees and services.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO AUTHORIZE THE AMENDMENT OF UTILITY BILLING AND COLLECTION POLICIES AS PRESENTED...motion PASSED...7-0.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO AUTHORIZE A PAYMENT OF $5,000 TO THE FIRST RESPONDERS FUND THROUGH THE CHAMBER OF COMMERCE AND $5,000 TO THE COVID-19 RESPONSE FUND THROUGH UNITED WAY, TO BE TAKEN OUT OF THE SPECIAL APPROPRIATIONS FUND...
 
Discussion followed as to the amount to be funded and what the funds would be used for.  Finance Director Bret Brodersen noted that there was currently $18,072 available.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR VOGT, TO AMEND THE MOTION TO CHANGE THE AMOUNT FROM $5,000 TO $9,000 TO EACH THE UNITED WAY AND THE CHAMBER ...motion PASSED...7-0.
 
Mayor Luond called for a vote on the main motion as amended...motion PASSED...7-0.
 
6. Consideration of a resolution ratifying an Emergency Declaration
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO RATIFY RESOLUTION #2716, A RESOLUTION OF THE CITY OF CENTRALIA, WASHINGTON, DECLARING A LOCAL EMERGENCY AND AUTHORIZING NECESSARY EXPENDITURES TO MEET EMERGENCY NEEDS WITHOUT FURTHER NOTICE OR HEARING...motion PASSED...7-0.
