Mayor Luond called the meeting to order at 7:00 pm.  Due to the Governor's Stay Home, Stay Healthy Proclamation, this meeting is being held remotely via WebEx.
 
Attendance
 
Present: Mayor Luond, Mayor Pro-Tem Abbarno, Councilor Vogt, Councilor Staebler Councilor McGee, Councilor Smith Johnston and Councilor Cameron.
 
Absent: None.
 
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA WITH THE ADDITION OF A REPORT BY THE CITY MANAGER ROB HILL ...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items

3. Reports
 
Rob Hill and Councilor Smith Johnston - reported on the Long Term Economic Recovery Workgroup.  Councilor Smith Johnston explained the focus areas and the process of Business Recovery Centers and noted that the group was asking for the support from the Centralia City Council in regards to their efforts moving forward. Discussion followed.  It was the consensus of the City Council to give their support.

b. Payroll Approval April 3, 2020 #136395-136446 and direct deposits #41213-41383 $1,426,222.74                      
c. Consideration of meeting minutes for March 24, 2020
d. Consideration of a bid award-2020 Sanitary Sewer Pipe Bursting $1,052,762.20
e. Consideration of a Cost Plus Fixed Fee Consultant Agreement-Harrison 
Ave to Johnson Rd to Galvin Rd not to exceed $17,000
f. Consideration of Consultant Agreement-NPDES Stormwater Public Education and Outreach Evaluation $16,782.90
g. Consideration of small works bid-Line Clearance Tree Trimming $240,400

MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.
 
5. Consideration of a resolution authorizing the acceptance of funds for Wastewater Treatment Plant Phase 1 Improvements
 
Public Works Director Kim Ashmore and Wastewater Manager Rick Eaton reviewed the proposed project and the funding process for the loan agreement.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION ACCEPTING THE STATE REVOLVING FUND LOAN IN THE AMOUNT OF $4,124,274.00 WITH AN INTEREST RATE OF 1.5% AND AUTHORIZE THE CITY MANAGER TO SIGN THE AGREEMENT...motion PASSED...7-0.
 
6. Consideration of waiving Online Utility Payment Processing Fees
 
City Manager Rob Hill reviewed the relief efforts currently in place and the proposal of waiving the payment processing fees.  Brief discussion followed.
 
COUNCILOR STAEBLER MOVED, SECONDED BY COUNCILOR MCGEE, TO ABSORB THE CREDIT CARD PAYMENT FEES RETROACTIVE BACK TO APRIL 1, 2020 AND TO BE EFFECTIVE THROUGH THE STAY AT HOME ORDER...motion PASSED...6-1 (Councilor Vogt).
