  City Council - Minutes     
Tuesday, May 12, 2020

Mayor Luond called the meeting to order at 7:00 pm.  Due to the Governor's Stay Home, Stay Healthy Proclamation, this meeting is being held remotely via WebEx.
 
Attendance
 
Present: Mayor Luond, Mayor Pro-Tem Abbarno, Councilor Vogt, Councilor Staebler Councilor McGee, Councilor Smith Johnston and Councilor Cameron.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
There were none.
 
3. Reports
 
Councilor Smith Johnston - reported on the local Economic Recovery Workgroup and thanked everyone for all they are doing during this time.
 
Councilor McGee - had no report.
 
Councilor Vogt - reported he attended an e-mail  meeting of the Lewis County Strategy Council and a phone meeting with the Southwest Clean Air Agency.
 
Councilor Cameron - reported she attended a remote Centralia Downtown Association meeting.
 
Councilor Staebler - reported she attended a Twin Transit meeting and spoke on City Staff and the use of PPE and social distancing.
 
Mayor Pro-Tem Abbarno - reported on several groups and organizations that he is working with during this time of quarantine.
 
Mayor Luond - reported that she was happy to see the freeway entrances have been mowed, thanked staff for all they are doing during this time and thanked City Manager Rob Hill and Public Works Director Kim Ashmore for their help with getting the park and ride on Mellen St cleaned up.
 
Rob Hill - reported on the Mellen Street park and ride, the cancellation of Summerfest with the exception of a fireworks display and noted he was working on an RFP to update the Strategic Planning process. 
 
Kim Ashmore, Stacy Denham, ML Nelson, Bret Brodersen, Rachel Dunnagan and Emil Pierson gave updates on each of their departments.

5. Consideration of Borst Park Playground project
Community Development Director reviewed the proposed Borst Park Playground project with the Council.  Brief discussion followed.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE , TO APPROVE THE CONSTRUCTION OF THE NEW BORST PARK PLAYGROUND FOR NO MORE THAN $106,000, UTILIZING BORST CONSTRUCTION FUNDS AND INSTRUCT STAFF TO PURCHASE THE PLAYGROUND EQUIPMENT FROM ALLPLAY SYSTEMS FOR $98,047.97...motion PASSED...7-0.
