  City Council - Minutes     
Tuesday, September 22, 2020

Mayor Luond called the meeting to order at 7:00 pm.  Due to changes to Phase 3 from 50 people to 10 people and the regulations surrounding in person meetings, this meeting is being held remotely via WebEx.
 
Attendance
 
Present: Mayor Luond, Councilor Vogt, Councilor Staebler, Councilor Smith Johnston and Councilor Cameron.
 
Absent: Mayor Pro-Tem Abbarno and Councilor McGee. (Mayor Pro-Tem Abbarno arrived at 7:04 pm and Councilor McGee had an excused absence).
 
1. Approval of Agenda - As Presented
 
COUNCILOR VOGT MOVED, SECONDED BY COUNCILOR SMITH JOHNSTON , TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...5-0.
 
2. Comments by the Public on Non Agenda Items
 
There were no written comments turned in.
 
Holly Phelps, Centralia Festivals, addressed the Council and reported there would be a version of the Girls Night Out on October 3rd from 11:00 am - 7:00 pm.
 
3. Reports
 
Councilor Smith Johnston - reported that she is working with the Centralia Kids & Families to get help with childcare, meals and tutoring.  She spoke on the health and well being of our community due to Covid 19.
 
(Mayor Pro-Tem Abbarno arrived at 7:04 pm)
 
Councilor Vogt - noted his concern with the inability to have in person public meetings and spoke on being a community.
 
Councilor Cameron - noted she toured the fox Theatre.
 
Councilor Staebler - spoke on Girls Night Out and Artrails.
 
Mayor Pro-Tem Abbarno - reported he attended the Car Show at the Veteran's Museum and the Lewis County EDC Board meeting.  He added that he was very busy with Youth Soccer and reminded everyone to vote.
 
Mayor Luond - read a letter pertaining to the Wastewater Treatment Plant receiving the 2019 WWTP Outstanding Performance Award.
 
Chief Denham - reported on traffic safety and patrol emphasis.
 
Rob Hill - noted that there would be Strategic Planning workshops on October 6 and 20, 2020 and added that the Fire Restrictions were lifted on September 24, 2020.

c. Consideration of meeting minutes for September 8, 2020
d. Consideration of change order #1 $23,447.17 and final acceptance for small works 2020 Salzer Valley Watermain Replacement Project Final project total $108, 514.09

5. Consideration of a resolution setting a public hearing date to review a Petition to vacate the 200 block of S Iron Street and associated alleyway
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR VOGT, TO APPROVE A RESOLUTION SETTING A PUBLIC HEARING DATE OF OCTOBER 27, 2020 TO REVIEW A PETITION TO VACATE THE 200 BLOCK OF SOUTH IRON AND ASSOCIATED ALLEYWAY...motion PASSED...6-0.
 
6. Consideration of a resolution ratifying the Outdoor Burn Ban Declaration of September 8, 2020
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR VOGT, TO APPROVE A RESOLUTION RATIFYING THE OUTDOOR BURN BAN DECLARATION OF SEPTEMBER 8, 2020...motion PASSED...6-0.
 
7. Consideration of a resolution declaring certain personal property surplus
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR VOGT, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS...motion PASSED...6-0.
 
 
 
8. Consideration on second reading of an ordinance amending CMC Chapter 10.59-Penalties
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR CAMERON, TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, AMENDING CENTRALIA MUNICIPAL CODE (C.M.C) CHAPTER 10.59   PENALTIES AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...6-0.
