  City Council - Minutes     
Tuesday, October 13, 2020

Mayor Luond called the meeting to order at 7:00 pm.  Due to changes to Phase 3 from 50 people to 10 people and the regulations surrounding in person meetings, this meeting is being held remotely via WebEx.
 
Attendance
 
Present: Mayor Luond, Mayor Pro-Tem Abbarno; Councilor Vogt, Councilor Staebler and Councilor Smith Johnston.
 
Absent: Councilor McGee and Councilor Cameron
 
1. Approval of Agenda - As Presented
 
MAYOR PRO-TEM ABBARNO  MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA WITH THE AMENDMENT OF REMOVING ITEMS 8, 9 AND 10...motion PASSED...5-0.
 
2. Comments by the Public on Non Agenda Items
 
There were no comments.
 
3. Proclamation
a. Arbor Day in Centralia
 
Mayor Luond read the proclamation into the record and Emil Pierson accepted it on behalf of the City of Centralia.
 
4. Presentations
a. United Learning Center Committee
 
Debbie Campbell and Todd Chaput addressed the Council and gave a presentation on the United Learning Center.  Councilor Vogt read a letter into the record from Marlene Arata opposing the project because she feels it will put her daycare center out of business.
 
5.      Reports
 
Councilor Smith Johnston - thanked staff for the Arbor Day Proclamation, reminded everyone to wear masks and spoke on social media.
 
Councilor Vogt - reminded everyone to wear masks.
 
Councilor Staebler - reported on Girls Night Out and reminded everyone to vote.
 
 
Mayor Pro-Tem Abbarno - thanked the United Learning Center committee for their presentation and reported on youth soccer and the Lighted Tractor Parade.
 
Mayor Luond - spoke on social media.
 
Emil Pierson - gave the Annual Update on NFIP Recertification and Flood related 
  Public Service Announcements.
 
Kim Ashmore - spoke on leaves and cleaning out the storm drains.
 
6. Consent Agenda
a. Voucher Approval - October 13, 2020 #227755-227762, 227781-227994 $2,289,105.35
b. Payroll Approval - October 5, 2020 #136777-136832 and direct deposit #42781-42946 $1,472,285.41
c. Consideration of meeting minutes for September 22, September 29 and October 6, 2020
d. Consideration of Change Order #1-2020 Tree Removal $25,164.00 - new project total $126,060.70
e. Consideration of LeMay Enterprise Franchise rate increase
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR VOGT, TO APPROVE THE CONSENT AGENDA ...motion PASSED...5-0.
 
7 Consideration of CARES Act funding
 
Finance Director Bret Brodersen reviewed the requests with the Council for the remaining CARES Act funding.
 
COUNCILOR STAEBLER MOVED, SECONDED BY COUNCILOR ABBARNO, TO AWARD $5,000 TO THE NIGHT SHELTER AND $26,573 TO THE UNITED WAY...motion PASSED...5-0.
 
Councilor Smith Johnston requested that the organizations report back at a City Council meeting regarding how they used their funding.  Mr. Brodersen noted that their contract states they have to give a report to the City.    
 
8. Consideration of a resolution approving an addendum to the Chehalis Basin Watershed Management Plan                
 
This item was removed.
 
 
 
9. Consideration on first reading of an ordinance amending the Comprehensive Plan Map and Text
 
This item was removed.
 
10. Consideration on first reading of an ordinance amending the Zoning Code Map and Text
This item was removed.
 
11. Executive Session to discuss to discuss Real Estate pursuant to RCW 42.30.110(1)(b).  Expected to last approximately 30 minutes with nothing to report after. 
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR VOGT, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B); EXPECTED TO LAST APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...
 
Mayor Luond called the Executive Session to order at 8:10 pm and adjourned the Executive Session at 8:40 pm.
