Mayor Luond called the meeting to order at 7:00 pm.  Due to changes to Phase 3 from 50 people to 10 people and the regulations surrounding in person meetings, this meeting is being held remotely via WebEx.
 
Attendance
 
Present: Mayor Luond, Mayor Pro-Tem Abbarno; Councilor Vogt, Councilor Staebler, Councilor McGee, Councilor Cameron and Councilor Smith Johnston.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
MAYOR PRO-TEM ABBARNO  MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Commissioner Fund addressed the Council and updated them on County issues.
 
3. Proclamation
a. Bullying Prevention Month
 
Mayor Luond read the proclamation into the record.
 
4. Reports
 
Councilor Vogt - reported he attended the Lewis County Solid Waste Advisory committee meeting.
 
Councilor Staebler - reported on the Trick or Treat Trolley event on Halloween.
 
Councilor Smith Johnston - spoke on the election.
 
Councilor McGee - encouraged the community to vote.
 
Councilor Cameron - reported she attended the Ghost Walk and spoke on funds that Twin County Credit Union awarded.  She also spoke on the traffic on Washington and a theft at her home.
 
Mayor Pro-Tem Abbarno - spoke on bullying and funding for landlords and tenants. He congratulated the Centralia Wastewater Treatment Plant for their award of the 2019 Outstanding Wastewater Department from DOE.  
 
Mayor Luond - reported on the Borst Christmas lights and asked the community to help with leaf cleanup.
 
Bret Brodersen - reported on the 2021-2022 Budget process.

6. Consideration of a resolution declaring certain personal property surplus
 
Chief Denham reviewed the surplus items with the Council and audience.
 
MAYOR PRO-TEM  ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS AND AUTHORIZING AND DIRECTING STAFF TO DISPOSE OF SAID PROPERTY FOR THE HIGHEST AND BEST PRICE ...motion PASSED...7-0.
 
7. Consideration of a resolution approving an addendum to the Chehalis Basin Watershed Management Plan    
 
Public Works Director Kim Ashmore reviewed the resolution with the Council and audience.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION APPROVING AN ADDENDUM TO THE CHEHALIS BASIN WATERSHED MANAGEMENT PLAN IN RESPONSE TO THE 2018 STREAMFLOW RESTORATION ACT (RCW 90.94)...motion PASSED...7-0.  
 
 
8. Consideration of a reimbursement agreement with Centralia College for the expansion of the Field of Dreams athletic field
 
City Light Director ML Norton reviewed the agreement with the Council and audience.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A REIMBURSEMENT AGREEMENT WITH CENTRALIA COLLEGE IN THE AMOUNT OF $323,460.00 FOR THE CENTRALIA COLLEGE FIELD OF DREAMS...motion PASSED...7-0.
9.    Public Hearing for Right-of-Way Vacation of 200 block of S. Iron Street
 
Emil reviewed the request from the college to vacate the 200 block of S. Iron Street.  City Council discussion followed and Steve Ward spoke on traffic, parking and the aspect of how it will be pedestrian and bike friendly.
 
Mayor Luond opened the Public Hearing at 8:06 pm.
