  City Council - Minutes     
Tuesday, November 10, 2020

Mayor Luond called the meeting to order at 7:00 pm.  Due to changes to Phase 3 from 50 people to 10 people and the regulations surrounding in person meetings, this meeting is being held remotely via WebEx.
 
Attendance
 
Present: Mayor Luond, Mayor Pro-Tem Abbarno, Councilor Vogt, Councilor Staebler, Councilor Cameron and Councilor Smith Johnston.
 
Absent: Councilor McGee.
 
1. Approval of Agenda - As Presented
 
MAYOR PRO-TEM ABBARNO  MOVED, SECONDED BY COUNCILOR STAEBLER, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.
 
2. Comments by the Public on Non Agenda Items
 
There were no comments.
 
3. Reports
 
Councilor Smith Johnston - congratulated Peter Abbarno on the election, thanked everyone for the decor in downtown, noted she was happy to see kids going back to in person school and attended the AAUW lecture.
 
Councilor Vogt - reported he attended a Southwest Washington Air Control meeting via zoom.
 
Councilor Staebler - thanked staff for the workshop.

Councilor Cameron - congratulated Peter Abbarno on the election and reported on the CDA Lighted Tractor parade scheduled for December 1th from 4:30-8:30 pm.
 
Mayor Pro-Tem Abbarno - spoke on the workshop, HUB City mission, the backpacks that were delivered to students today, events coming up in Centralia,  thanked everyone for the decor downtown and thanked everyone for their support in his new endeavor.
 
Mayor Luond - congratulated Peter Abbarno on the election, spoke on the new Rotary Riverside Park playground and reported on many upcoming events including the lights in Borst Park.
 
Bret Brodersen - updated the Council on the CARES Act and past due utility accounts.
 
Rob Hill - updated the Council on the United Learning Center and the Strategic Plan.  He congratulated Peter Abbarno on the election and noted that he had turned in his resignation as Mayor Pro-Tem.  A new Mayor Pro-Tem would need to be elected at the next meeting.

5. Public hearing related to General Fund Revenue Sources and the 2020 Property Tax Levy
 
Finance Director Bret Brodersen reviewed the General Fund Revenue Sources and the 2020 Property Tax Levy with the Council and audience.  Council discussion followed.
 
Mayor Luond opened the public hearing at 7:57 pm.  There being no public comment, Mayor Luond closed the public hearing at 7:57 pm.
 
6. Consideration on first reading of an Ordinance Finding a Substantial Need for the allowable 
1% Property Tax increase   
 
Mr. Brodersen reviewed the substantial need ordinance with the Council and audience.  Council discussion followed.
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR SMITH JOHNSON, TO APPROVE ON FIRST READING AN ORDINANCE FINDING SUBSTANTIAL NEED FOR THE ALLOWABLE 1% INCREASE IN PROPERTY TAX LEVY AND BANKING IT FOR LATER...motion PASSED...6-0.
 
 
7. Consideration on first reading of an Ordinance setting the 2020 Property Tax Levy
 
MAYOR PRO TEM ABBARNO MOVED, SECONDED BY COUNCILOR SMITH JOHNSTON, TO  APPROVE AN ORDINANCE SETTING THE LEVY AMOUNT AT $724,886.34, BANKING THE 1% INCREASE AND ALLOWING FOR FUTURE NEW CONSTRUCTION...motion PASSED...6-0.                                                                                  
8. Public Hearing on the Proposed 2021-2022 Biennial Budget
 
Mr. Brodersen reviewed the 2021-2022 Proposed budget with the Council and audience.  
Mayor Luond opened the public hearing at 8:31 pm.  There being no public comment, Mayor Luond closed the public hearing at 8:31 pm.
 
9. Consideration on first reading of an Ordinance on Proposed 2021-2022 Biennial Budget
 
MAYOR PRO-TEM ABBARNO MOVED, SECONDED BY COUNCILOR CAMERON, TO APPROVE ON FIRST READING AN ORDINANCE ADOPTING THE 2021-2022 BUDGET FOR THE CITY OF CENTRALIA...
 
COUNCILOR STAEBLER MOVED TO REMOVE THE $15,000 THAT WAS BUDGETED FOR THE POLICE DEPARTMENT RIOT GEAR...motion died for the lack of a second.
 
Mayor Luond called for a vote on the motion...motion PASSED...5-1 (Councilor Staebler).
 
10. Consideration on second reading of an ordinance approving a petition to vacate the 200 block of S. Iron Street
 
Rocky & Patsy Poins - spoke in favor of the ordinance.
 
Greg Murphy - spoke in favor of the ordinance
