Tuesday - September 14, 2010 - 7:00 pm

 

Mayor Thompson called the regular meeting to order at 7:00 pm.  
   
Pledge of Allegiance
            
   Councilor Henderson led the flag salute.

Attendance

 Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund, Councilor Coumbs, Councilor Bates, Councilor Henderson and Councilor Trent.

 Absent: None.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, TO AMEND THE AGENDA BY ADDING A PRESENTATION BY BILL JONES AS ITEM 4A AND MOVING THE PRESENTATION BY CHIEF BERG TO ITEM 4B...motion PASSED...7-0.

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR FUND, THAT THE CENTRALIA CITY COUNCIL APPROVE THE AGENDA AS AMENDED....motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
 Selina Gomez-Beloz, Director of the Timberland Library, addressed the Council and introduced herself.  She spoke on upcoming events at the library.

 Rebecca Staebler & Jan Nontel, Artrails, addressed the Council and spoke on the upcoming Artrails event.

 Peter Abbarno, Centralia Downtown Association, addressed the Council and spoke on upcoming events.  He noted that the Girls Night Out was a huge success.

 Raelene McElvain, Centralia, addressed the Council and thanked everyone involved in the Extreme Build project that rebuilt her home.

3. Proclamation
 a. Constitution Week

 Mayor Thompson read the proclamation declaring September 17 - 23, 2010 as  Constitution Week.  No one was present to accept it.


4. Presentations

 a. Lewis County Event Center and Sports Complex - Bill Jones

 Mr. Jones addressed the Council and updated them on the project which included pictures of the new football field, tennis courts and the progress on the ballfields.

 b. Mellen Street Facility/Communication Vehicle - Chief Berg

 Police Chief Berg and Fire Chief Walkowski addressed the Council and gave a presentation on the newly remodeled Mellen Street facility which houses a training facility, meeting rooms and storage for both the Centralia Police Department and Riverside Fire Authority.  In addition, they spoke on the new command vehicle and how it will be utilized. 
5. Reports

 Rob Hill - reported on the skookumchuck levee repair and the proposed budget calendar.  He thanked the Council and Staff for welcoming him to the community.

 Councilor Trent - read from the Washington State Constitution in honor of Constitution Day.
 
 Councilor Coumbs -spoke on the loss of a dear family member who passed away recently at the age of 99.

 Mayor Pro-Tem Canaday - reported she attended transportation meetings, Historic Preservation, Girls Night Out, the 9-11 ceremony, a presentation by Brian Baird, Economic Development Revolving Fund, Special City Council meeting, United Way kickoff, Garlic Fest and the Riverside Fire Authority meeting.

 Councilor Fund - reported that she was a part of the Extreme Build project, attended the Chehalis City Council meeting and noted that the Wellness Round Up was on September 18th from 9am - 1 pm and am Army Corps of Engineers meeting on September 25th.

 Councilor Bates - reported he attended various meetings, gave an update on the Centralia Downtown Association and thanked Shannon for filling in as City Manager.

 Councilor Henderson - requested that staff establish a budget policy and present it to the Council.  Mr. Hill noted that it was his goal to have a policy prepared to include along with the budget.

 Mayor Thompson - reported he attended the 9-11 ceremony.
 
6. Consent Agenda
 a. Voucher Approval for September 14, 2010 #108525, 108573-108771$723,752.15
 b. Payroll Approval for September 3, 2010 #125146-125268 and direct deposits
  #13177 -13321 $1,130,452.73         
 c. Approval of meeting minutes for August 24 & September 7, 2010  
 d. Notification of a Claim for Damages 1)William F. Conrad $338.29  
  e. Approval of Network Service Agreement renewal-Fiber Optic Data
  Transmission Line        
 f. Approval of final acceptance - 2010 Sidewalk Repair   
 g. Approval of Professional Services Contract-Underground Power Cable

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.

7. Approval of Municipal Stormwater Capacity Grant

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR TRENT, THAT THE CENTRALIA CITY COUNCIL AUTHORIZE THE CITY MANAGER TO SIGN THE DEPARTMENT OF ECOLOGY MUNICIPAL STORMWATER CAPACITY GRANT IN THE AMOUNT OF $111,158

 Stormwater Specialist Kim Ashmore addressed the Council and reviewed the grant with the Council and noted that there were no matching funds required and the grant would expire in June of 2012.  In response to Councilor Henderson’s question as to where the grant money was coming from and if there was a spending plan in place, Mr. Ashmore noted he was working on the plan and he would research the money issue.

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.

8. Approval of Grant Funding STOP Violence Against Women Formula Grant

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE THE “STOP VIOLENCE AGAINST WOMEN FORMULA GRANT PROGRAM” AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF COMMERCE AND AUTHORIZE THE CITY MANAGER OR HIS DESIGNEE TO SIGN ON BEHALF OF THE CITY OF CENTRALIA...

 Chief Berg reviewed the grant with Council and noted that the local match portion would come from existing departmental funds already budgeted in 2010.   Brief discussion followed. 

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.


9. Approval of Electric Utility Resource Plan

COUNCILOR BATES MOVED, SECONDED BY COUNCILOR HENDERSON, THAT THE CENTRALIA CITY COUNCIL APPROVE THE ELECTRIC UTILITY RESOURCE PLAN AS REQUIRED BY STATE STATUTE RCW 19.180...motion PASSED...

 City Light Director Ed Williams addressed the Council and reviewed the revised plan noting that there was a public hearing held on September 9th and it is before them for approval.

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.

Adjournment
