  City Council - Minutes

Mayor Luond called the meeting to order at 7:01 pm.  Due to changes to Phase 3 from 50 people to 10 people and the regulations surrounding in person meetings, this meeting is being held remotely via WebEx.
 
Attendance
 
Present: Mayor Luond, Mayor Pro-Tem Vogt,  Councilor Abbarno, Councilor Staebler, Councilor Cameron and Councilor Smith Johnston.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Commissioner Fund, Lewis County, addressed the Council and invited them to the Legislative Roundtable on Friday.
 
Mayor Luond read letters in support of the purchase of protective gear into the record from Courtney McAuley and Scott Robertson.
 
The following citizens addressed the Council and spoke against the purchase of protective gear and spoke in favor of more training for staff: Rebecca Green, Michael Green, Lujan Rodriquez, Lisa Stridenger, Usha Sahadeva-Brooks, Ibrahim Dembelle, Sarah Brown, Riley Dolan and John Brown.
 
3. Reports
 
Councilor Smith Johnston - thanked the speakers for their comments, spoke on the Legislative Roundtable and the Lewis County Community Services Coalition.
 
Councilor McGee - thanked the speakers for their comments and thanked Councilor Abbarno for his work with the Council.
 
Mayor Pro-Tem Vogt - reported he shopped local, hiked the Discovery Trail, went to the Borst Park Lights and thanked the speakers for their comments.
 
Councilor Cameron - spoke on the Hub City Love program the Centralia Downtown Association is working on and the Cruise Centralia event. 
 
Councilor Staebler - thanked Councilor Abbarno for his work on the Council and asked everyone to support our community and local businesses. 
 
Councilor Abbarno - announced the Legislative Forum on Friday, December 11, 2020 at 9:00 am, stated that it was Chief Denham that pulled the riot gear from the budget, not the City Council and thanked City Staff and the City Council and noted his appreciation.
 
Mayor Luond - reported she visited the homeless shelter at the fairgrounds and spoke on how great it was.  She read the names of City Employees that have hit a milestone year and thanked Peter and wished him well in his new position.  She read in several statistics of the Borst Park lights from the very beginning.
 
Emil Pierson - updated the Council on holiday events.
 
Patty Page - updated the Council on First Street traffic and possible solutions.
 
Bret Brodersen - updated the Council on the Cares Act and past due utility accounts.
 
Deena Bilodeau - announced the City Council, Planning Commission and Historic Preservation Commission openings.
 
Chief Denham - spoke on upcoming District meetings planned by the Police Department. 
 
Rob Hill - noted he visited the homeless shelter with the Mayor and stated how impressed he was with it. He thanked Council Abbarno for his work on the Council and thanked staff for all of their hard work and service in 2020.

5. Consideration of a purchase and sale agreement with Centralia College for the vacation of Iron Street
 
City Attorney Shannon Murphy-Olson reviewed the proposed agreement with the Council.
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR CAMERON, TO APPROVE A PURCHASE AND SALE AGREEMENT WITH CENTRALIA COLLEGE REGARDING THE VACATION OF IRON STREET...motion PASSED...7-0.
 
6. Consideration of a purchase and sale agreement for water rights with TransAlta Centralia Generation LLC
 
Public Works Director Kim Ashmore reviewed the history of this item and the proposed agreement with the Council.

7. Consideration of a resolution adopting the Shoreline Master Program Periodic Review - Public Participation Plan
 
Community Development Director Emil Pierson reviewed the proposed resolution with the Council.
 
MAYOR -RO-TEM VOGT MOVED, SECONDED BY COUNCILOR CAMERON, TO APPROVE A RESOLUTION ADOPTING A PUBLIC PARTICIPATION PLAN FOR USE IN THE CITY'S 2021 SHORELINE MASTER PROGRAM PERIODIC UPDATE...motion PASSED...7-0.
 
8. Consideration of a resolution adopting the Centralia Procurement Policies and Procedures
 
Ms. Murphy-Olson reviewed the resolution and the need for a formal policy with the Council.

9. Consideration of a resolution adopting new Chapter 10  - Small Cell Wireless Communication Facilities to the City of Centralia Development Guidelines
 
City Engineer Patty Page reviewed the resolution and the need for this new chapter with the Council.
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR CAMERON, TO APPROVE A RESOLUTION ADOPTING THE CITY OF CENTRALIA DESIGN AND DEVELOPMENT GUIDELINES - CHAPTER 10 SMALL WIRELESS COMMUNICATION FACILITIES...motion PASSED...7-0.
 
10. Consideration on first reading of an ordinance amending CMC 13,04.300 regarding net metering for solar installations
 
City Light Director M.L. Norton reviewed the ordinance with the Council.

11. Consideration on second reading of an ordinance adopting the General Sewer/Facility Plan

13. Consideration of cancelling the December 22, 2020 Council meeting and authorizing the Finance Committee to approve vouchers for said date
