  City Council - Minutes

Mayor Luond called the meeting to order at 7:00 pm.  Due to the Governor's regulations surrounding in person meetings, this meeting is being held remotely via WebEx.
 
Attendance
 
Present: Mayor Luond, Mayor Pro-Tem Vogt, Councilor Cameron, Councilor Staebler, Councilor Smith Johnston and Councilor Westley.
 
Absent: Councilor McGee.
 
1. Approval of Agenda - As Presented
 
COUNCILOR CAMERON MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.
 
2. Comments by the Public on Non Agenda Items
 
Commissioner Swope, Lewis County, addressed the Council and gave an update on County issues and requested that Mayor Luond sign a letter opposing the TransAlta land purchase.  
 
Ron Averill, Centralia, addressed the Council and spoke on Flood Authority issues.
 
Edna Fund, Centralia, addressed the Council and spoke on Chehalis Basin issues.
 
3. Presentation
a. Cares Act Updates
 
The following updates were presented:  Alicia Bull for the Chamber of Commerce, Meja Handlen for the LC Public Health, Mike Kytta for the Riverside Fire Authority and Teri Zambon for the Centralia Downtown Association.
 
b. LeMay Update - Tom Rupert
 
Mr. Rupert updated the Council on changes to the recycling at the transfer station.
4. Reports
 
Councilor Smith Johnston - reported she and Julie Shaffley would be conducting a program on how to run for a public office.
 
Councilor Staebler - spoke on equity and inclusion.
 
Councilor Westley - Spoke on Black History Month and patterning with the School District for their upcoming levy.
 
Councilor Cameron - spoke on CDA events, thanked the Clean Team for all of their work cleaning up Centralia and reported she attended the Centralia School Board meeting.
 
Mayor Pro-Tem Vogt - spoke on body cameras.
 
Mayor Luond - reported she attended a Mayor and Commissioners meeting.  
 
Shannon Murphy-Olson and Deena Bilodeau - updated the Council on the regulations surrounding the option to return to in person meetings.
 
Rob Hill - spoke on the Trans Alta property purchase and noted that the letter the Mayor spoke of would be on the next agenda for Council consideration.

6. Consideration of Mayor's appointment of Leah Daarud to the Planning Commission
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR CAMERON, TO APPROVE THE MAYOR'S APPOINTMENT OF LEAH DAARUD TO THE PLANNING COMMISSION...motion PASSED...6-0.
7. Consideration of 2021 Strategic Priorities
 
City Manager Rob Hill addressed the Council and reviewed the priorities with the Council.  Brief Council discussion followed.
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR CAMERON, TO ADOPT THE 2021 CITY COUNCIL STRATEGIC PRIORITIES...motion PASSED...6-0.
 
8. Consideration of a rent waiver request by the Centralia Community Foundation
 
Mr. Hill addressed the City Council and noted that the Centralia Community Foundation was requesting a rent waiver.  Council discussion followed. 
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR CAMERON, TO APPROVE THE RENT WAIVER REQUEST AS PRESENTED...motion PASSED...6-0.
 
9. Consideration of Centralia Streetscape Project Final Design
 
Public Works Director Kim Ashmore and City Engineer Patty Page reviewed the Streetscape Project with the Council.  Discussion followed.  Mayor Luond clarified that this should be approved to move forward with completing the final design, not approval of the final design at this point.  
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR CAMERON, TO APPROVE STAFF TO MOVE FORWARD TO COMPLETE THE FINAL DESIGN TO BE BROUGHT BACK TO THE CITY COUNCIL FOR APPROVAL...motion PASSED...6-0.
 
10. Consideration of a resolution supporting a Basin-wide Solution to Flooding and Aquatic Species Restoration
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR SMITH JOHNSTON,  TO APPROVE A RESOLUTION SUPPORTING A BASIN-WIDE SOLUTION TO FLOODING AND AQUATIC SPECIES RESTORATION...motion PASSED...6-0.
 
11. Consideration on second reading of an ordinance authorizing the issuance of Limited Tax General Obligation Bonds
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR CAMERON, TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA WASHINGTON RELATING TO CONTRACTING INDEBTEDNESS;  PROVIDING FOR THE ISSUANCE, SALE AND DELIVERY OF NOT TO EXCEED $775,000 AGGREGATE PRINCIPAL AMOUNT OF LIMITED TAX GENERAL OBLIGATION REFUNDING BONDS TO PROVIDE FUNDS TO REFUND CERTAIN OUTSTANDING LIMITED TAX GENERAL OBLIGATION BONDS, 2010 OF THE CITY TO PAY COSTS OF ISSUANCE OF THE BONDS; FIXING OR SETTING PARAMETERS WITH RESPECT TO CERTAIN TERMS AND COVENANTS OF THE BONDS; APPOINTING THE CITY'S DESIGNATED REPRESENTATIVE TO APPROVE THE FINAL TERMS OF THE SALE OF THE BONDS AND PROVIDING FOR OTHER RELATED MATTERS ...motion PASSED...6-0.

MAYOR PRO-TEM VOGT MOVED, FIRST BY COUNCILOR CAMERON, TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, APPROVING THE INDIRECT CHANGE OF CONTROL OF ASTOUND BROADBAND, LLC D/B/A/ WAVE, WITH CONDITIONS ESTABLISHING AN EFFECTIVE DATE...motion PASSED...6-0.
 
14. Closed Session to discuss Collective Bargaining - not subject to OPMA pursuant to RCW 42.30.140(4)
 
MAYOR PRO-TEM VOGT  MOVED, SECONDED BY COUNCILOR CAMERON, TO ADJOURN THE REGULAR MEETING AND GO INTO CLOSED SESSION TO DISCUSS COLLECTIVE BARGAINING - NOT SUBJECT TO THE OPMA PURSUANT TO RCW 42.30.140(4)...motion PASSED...6-0.
