Mayor Thompson called the Special Meeting to order at 7:02 pm.

Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund, Councilor Trent, Councilor Coumbs and Councilor Henderson.
Absent: Councilor Bates.
1. Approval of Agenda
COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.
2. Approval on first reading of an Ordinance authorizing the issuance of Electric System Revenue Bonds
COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE AN ORDINANCE AUTHORIZING THE ISSUANCE OF ELECTRIC SYSTEM REVENUE BONDS IN THE PRINCIPAL AMOUNT OF $ TO FINANCE CAPITAL IMPROVEMENTS TO THE CITYfS ELECTRIC SYSTEM; PROVIDING THE TERMS OF THE BONDS; AND APPROVING THE SALE OF THE BONDS...
Finance Director Brad Ford introduced Nancy Neraas from Foster Pepper to the Council and audience. Ms. Neraas reviewed the bond documents and noted the types of options the Council could use once the rates were set on September 28th. After a brief discussion pertaining to different scenarios that could take place,
Mayor Thompson called for a vote on the motion...motion PASSED...5-1 (Councilor Trent).
3. Approval on second reading of an Ordinance amending the 2010 Budget
MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE AMENDING THE 2010 BUDGET BY INCREASING OR DECREASING THE APPROPRIATION IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...
Mr. Ford noted that the only change from first reading to second reading was the allocation of the $485,000 property acquisition grant from FEMA. Councilor Trent noted that he would be voting against the ordinance due to this not being a balanced budget.
Mayor Thompson called for a vote on the motion...motion PASSED...5-1 (Councilor Trent).
4. Executive Session
MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR HENDERSON, TO ADJOURN THE REGULAR MEETING AT 7:26 PM AND GO INTO EXECUTIVE SESSION TO DISCUSS LABOR NEGOTIATIONS PURSUANT TO RCW 42.30.140(4)(A) AND REAL ESTATE PURSUANT TO RCW 42.30.110(B) FOR A PERIOD OF 40 MINUTES...motion PASSED...6-0.
The Executive Session began at 7:28 pm. Mayor Thompson announced at 7:45 pm that they would need an additional 5 minutes. The Executive Session adjourned at 8:10 pm with noting to report.
The Workshop to discuss the 2011 Budget was called to order at 8:17 pm. In attendance were: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Trent, Councilor coumbs, Councilor Fund, Councilor Henderson, Rob Hill, Brad Ford, Deena Bilodeau, Kim Ashmore, Kahle Jennings, Randi Leach, Ed Williams, Emil Pierson, Jan Stemkoski, Carol Hamilton and Chief Berg. Councilor Bates arrived at 8:50 pm. The Workshop was adjourned at 9:00 pm.
