Mayor Thompson called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Bates led the flag salute.

Attendance

Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund,, Councilor Bates, Councilor Henderson and Councilor Trent.

Absent: Councilor Coumbs (arrived at 7:02 pm).

1. Approval of Agenda - As Presented

COUNCILOR FUND MOVED, SECONDED BY MAYOR PRO-TEM CANADAY, TO AMEND THE AGENDA BY MOVING ITEM #12 UP ON THE AGENDA TO BE HEARD JUST PRIOR TO ITEM #7...motion PASSED...6-0.

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR FUND, THAT THE CENTRALIA CITY COUNCIL APPROVE THE AGENDA AS AMENDED....motion PASSED...6-0.

Councilor Coumbs arrived (7:02 pm).

2. Comments by the Public on Non Agenda Items

Jason Humphrey addressed the Council and updated them on the Lewis County Flood control Zone District.

Jenny Matthews, Centralia, addressed the Council and invited them, as well as the community, to the 2010 Twin Cities Filed Day that the Centralia Christian School is sponsoring on October 6th.

3. Proclamation

a. Domestic Violence Awareness Month

Mayor Thompson read the proclamation declaring October 2010 as Domestic Violence Awareness Month and Emily Marecle was present to accept it on behalf of the Human Response Network.

b. Dr. Larry D. Hull Day

Mayor Thompson read the proclamation declaring September 28, 2010 as Dr. Larry D. Hull Day and Dr. Hull and his wife Aarlie were present to accept it.

4. Presentations

a. Crime Mapping - Chief Berg

Chief Berg addressed the Council and reviewed the Crime Reports computer program that the Centralia Police Department is subscribing to. He noted that for the fee of $1200 per year, he feels that this is good information that the community will be able to view. Chief Berg reviewed all of the information pertaining to Officer contacts that will be downloaded to the program almost daily, in addition to the Level 2 & 3 Sex Offenders that are located on the maps.

b. Stream Team - Kim Ashmore

Mr. Ashmore addressed the Council and updated them on all of the events the Stream Team has been involved in for September and noted that Centralia won the Best Water contest at the Chehalis Watershed Festival last Sunday.

5. Reports

Rob Hill - reported that he is working on the budget. He added that there would be a dedication for the Lewis County Events Center and Sports Complex on October 8th and a City Council Visioning Retreat on October 5th. Mr. Hill noted that Todd Watson, a local business owner, has volunteered to refurbish the George Washington Mural.

City Light Director Ed Williams- updated the Council on the Yelm Outage and the unanticipated costs involved.

Councilor Trent - reported he attended the State Auditors Exit meeting, several flood meetings and the Constitution Day event at Washington Park.

Councilor Coumbs - reported he attended the Riverside Fire Authority meeting, Artrails, Solid Waste Advisory meeting and the Antique Auto Swap Meet. He added that the Community Garage Sale and the Home Show will be at the fairgrounds next weekend.

Mayor Pro-Tem Canaday - reported she attended the Chehalis Watershed Festival, Chehalis River Basin meeting, Artrails, Centralia Economic Development meeting, Chamber After Hours, Lewis County Historical Museum meeting and the CHS Homecoming game.

Councilor Fund - reported she attended several flood meetings, Artrails and an outdoor theater at the College. She added that 100 years ago in September Buffalo Bill Cody visited Centralia.

Councilor Bates - reported he attended the CDA meetings and a Twin Transit meeting.

Councilor Henderson - spoke on Veteranfs Benefits and requested additional information from Mr. Hill regarding the Rural Economic Fund.

Mayor Thompson - reported he attended several of the same meetings that have already been noted in addition to the Wine Tour.

6. Consent Agenda

a. Voucher Approval for September 28, 2010 #108779, 108780-108964 $2,226,875.46

b. Payroll Approval for September 20, 2010 #125269-125296 and direct deposits #13322 -13408 $113,470.00

c. Approval of meeting minutes for September 14, 2010

d. Approval of Final Acceptance -Concrete Sidewalk Repair

e. Approval of Final Acceptance - Yelm Hydro 5kV Metalclad Switchgear

f. Approval of Small Works Bid award - Parkfs Building Re-roof

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.

12. Approval on second reading an Ordinance authorizing the issuance of Electric System Revenue Bonds

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR HENDERSON, THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE AUTHORIZING THE ISSUANCE OF ELECTRIC SYSTEM REVENUE BONDS IN THE PRINCIPAL AMOUNT OF $11,055,000 TO FINANCE CAPITAL IMPROVEMENTS TO THE CITYfS ELECTRIC SYSTEM; PROVIDING THE TERMS OF THE BONDS; AND APPROVING THE SALE OF THE BONDS...

Finance Director Brad Ford addressed the Council and introduced the Cityfs Financial Advisor Alan Dashen from A. Dashen and Associates. Mr. Dashen reviewed the process of the sale of the bonds, information regarding Build America Bonds and noted he was very impressed with the bond rating the city received.

Mayor Thompson called for a vote on the motion...motion PASSED...6-1 (Councilor Trent).

7. Approval of Ponds Preliminary Plat Subdivision 2007-6 - 3316 Cooks Hill Rd

COUNCILOR BATES MOVED, SECONDED BY COUNCILOR FUND, THAT THE CENTRALIA CITY COUNCIL APPROVE THE PONDS PRELIMINARY PLAT SUBJECT TO THE 14 CONDITIONS...

Community Development Director Emil Pierson addressed the Council and reviewed the background on the proposed development of 58 units on 35 lots within 14 acres of land at 2200 Cooks Hill Rd. After a brief discussion as to the 14 conditions attached to the approval of this item,

Mayor Thompson called for a vote on the motion...motion PASSED...6-1 (Mayor Pro-Tem Canaday).

8. Approval of Notice of Intent regarding an Annexation Petition - Russell Rd

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR FUND, THAT THE CENTRALIA CITY COUNCIL SET A PUBLIC HEARING DATE OF NOVEMBER 23, 2010 TO DISCUSS AND TAKE ACTION ON THE NOTICE OF INTENT TO ANNEX FOR THE RUSSELL RD PETITION...

Mr. Pierson addressed the Council and reviewed the Notice of Intent to Annex that was received by the city on September 9, 2010. He noted that this was before Council at this time to set the public hearing date of November 23, 2010.

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.

9. Approval of Notice of Intent regarding an Annexation Petition - Fieldcrest

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR HENDERSON, THAT THE CENTRALIA CITY COUNCIL SET A PUBLIC HEARING DATE OF NOVEMBER 23, 2010 TO DISCUSS AND TAKE ACTION ON THE NOTICE OF INTENT TO ANNEX FOR THE FIELDCREST PETITION...

Mr. Pierson addressed the Council and reviewed the Notice of Intent to Annex that was received by the city on September 13, 2010. He noted that this was before Council at this time to set the public hearing date of November 23, 2010.

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.

10. Approval of a resolution pertaining to USDA Rural Development Grant for the library

COUNCILOR COUMBS MOVED, SECONDED BY MAYOR PRO-TEM CANADAY, THAT THE CENTRALIA CITY COUNCIL APPROVE A RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE UNITED STATES DEPARTMENT OF AGRICULTURE RURAL DEVELOPMENT GRANT...

Mr. Pierson addressed the Council and noted that the City of Centralia, on behalf of the library, would be applying for a grant that would replace the desks at the library. He added that the City would be acting as a petitioner only. Centralia Library Manager Selina Gomez-Beloz reviewed the specifics of the grant and detailed the use of the funds.

Mayor Thompson called for a vote on the motion...motion PASSED...6-1 (Councilor Trent).

11. Approval on first reading an Ordinance amending section 20.12.020 -Permitted Uses

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR HENDERSON, THAT THE CENTRALIA CITY COUNCIL APPROVE ON FIRST READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE SECTION 20.12 ENTITLES R-2 VERY LOW-DENSITY RESIDENTIAL DISTRICT AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...

Mr. Pierson addressed the Council and reviewed the proposed changes that would allow for RV Parks within the R-2 designation under certain conditions. He added that the Planning Commission held a public hearing and made a few changes which leads to the document before Council which they are recommending for approval. Brief discussion followed regarding potential locations, flooding and conditions.

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.

Adjournment

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR FUND, TO ADJOURN THE REGULAR MEETING AT 9:04 PM AND MOVE INTO EXECUTIVE SESSION, AFTER A 10 MINUTE RECESS, FOR APPROXIMATELY 15 MINUTES TO DISCUSS POTENTIAL LITIGATION PURSUANT TO RCW 42.30.110(1)(i)(ii)...motion PASSED...7-0.

The Executive Session was called to order at 9:14 pm and adjourned at 9:27 pm with nothing to report.
