Mayor Thompson called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Fund led the flag salute.

Attendance

Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund,, Councilor Bates, Councilor Coumbs, Councilor Henderson and Councilor Trent.

Absent: None.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE THE AGENDA WITH THE EXCEPTION OF REMOVING ITEM #9 WHICH WILL BE TAKEN UP AT THE NOVEMBER 9TH COUNCIL MEETING...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Jim Valley, Chamber Director, addressed the Council and updated them on upcoming events at the Chamber.

Bill Jones, PFD, addressed the Council and updated them on the progress of the Lewis County Events Center and Sports Complex.

3. Presentations

a. Centralia Downtown Association Announcements

Steve Koreis, Vice President of the CDA, addressed the Council and updated them on upcoming events in downtown Centralia.

4. Reports

Acting City Manager Kahle Jennings - reported that he has been working on the budget and announced there would be a Special City Council meeting on November 2nd at 6:00 pm to discuss the 2011 Budget. City Light Director Ed Williams came forward and introduced the new Generations and Systems Operational Manager at City Light, Jay Pickett. Mr. Picket thanked the Council and City for the opportunity to work with them.@

Councilor Trent - reported he attended the Finance committee meeting, spoke with a Cub Scout group and was on Jury Duty.

Councilor Coumbs - reported he attended the Finance Committee meeting and the Exit Conference with the State Auditor's Office.

Mayor Pro-Tem Canaday - reported she attended the Field Day at the Christian School, transportation meetings, LEOFF board meeting, Centralia EDC, Riverside Fire Authority, Flood Authority, Centralia Basin Partnership, Chamber After Hours at the Salvation Army, ribbon cutting at Safety city and a skate park meeting.

Councilor Fund - reported she attended flood meetings and the Chamber After Hours at the Salvation Army.

Councilor Bates - reported he attended the Finance Committee meeting and sent out his condolences and prayers to all involved with the PCLI plane crash.

Councilor Henderson - reported he has been working on the budget process.

Mayor Thompson - reported in addition to working on the budget, he attended the Finance Committee and Riverside Fire Authority meetings.

5. Consent Agenda

a. Voucher Approval for October 26, 2010 #109183, 109200-109413 $1,954,155.1

b. Payroll Approval for October 20, 2010 #125402-12125428 and direct deposits

c. Approval of meeting minutes for October 5 and October 12, 2010

d. Notification of Claim for Damages 1)Eva Clevenger $3,341.63

e. Approval of Small Works Bid Award - Demolition of structure at 1220 Grand

g. Approval of Final Acceptance-Yelm Transmission Line Dock

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.

6. Approval of Change Order #1 -7 of Yelm Hydro Switchyard Maintenance Contract

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR BATES, THAT THE CENTRALIA CITY COUNCIL RATIFY CHANGE ORDERS ONE THROUGH SEVEN TO THE YELM HYDRO SWITCHYARD MAINTENANCE PROJECT CONTRACT NO. CCL-09-018 IN THE AMOUNT OF $151,131.16...

Mr. Williams reviewed the change orders for the Council and added that no further change orders are anticipated for this contract. In response to Councilor Henderson's question, Mr. Williams explained the change order for the fencing and safety issues in detail and noted that they conducted a comparison on the pricing.

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.

7. Approval of Change Order #2 of Yelm Turbine Unit #1 and Unit #3 Repair Contract

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL RATIFY CHANGE ORDER NO. 1 TO THE YELM TURBINE UNIT #Q AND #3 GENERATOR REPAIR CONTRACT NO. CCL-2010-003 IN THE AMOUNT OF $287,314.73...

Mr. Williams reviewed the change order for the Council including the background on the operating issues of the units and the extent of the problems. He added that the change order covers additional labor for the disassembly and reassembly due to severe erosion in addition to the outside engineering firm who identified the problems.

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.

8. Approval of Small Works Bid Award - Borst Park Sports Complex Trail

COUNCILOR COUMBS MOVED, SECONDED BY MAYOR PRO-TEM CANADAY, THAT THE CENTRALIA CITY COUNCIL AWARD THE BORST PARK AND SPORTS COMPLEX TRAIL PROJECT TO SHANNON CONSTRUCTION, THE LOWEST RESPONSIBLE BIDDER, AND AUTHORIZE THE CITY MANAGER TO SIGN AND EXECUTE A CONTRACT NOT TO EXCEED THE AMOUNT OF $51,772...

Community Development Department Director Emil Pierson addressed the Council and explained the trails that the bid included and the three alternatives that could also be included in the project. In response to Councilor Funds question, Mr. Pierson explained that the $51,772 included that included trails and the three alternatives. City Attorney Shannon Murphy-Olson clarified that this was done through the small works process, not as a formal bid.

Mayor Thompson called for a vote on the motion...motion PASSED...6-1 (Councilor Trent).

9. Approval of a resolution regarding a certified Local Government Grant with the Department of Archaeology and Historic Preservation

This item was pulled and with be placed back on the November 9, 2010 agenda.

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, TO GO INTO EXECUTIVE SESSION AFTER A BRIEF RECESS FOR A PERIOD OF 20 MINUTES AT 8:17 PM TO DISCUSS POTENTIAL LITIGATION PURSUANT TO RCW 42.30.110(1)(i)(i)...motion PASSED...7-0.

The Executive Session began at 8:25 pm and adjourned at 8:40 pm with nothing to report.
