Mayor Thompson called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Bates led the flag salute.

Attendance

Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund, Councilor Bates, Councilor Coumbs, Councilor Henderson and Councilor Trent.

Absent: None.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR FUND, THAT THE CENTRALIA CITY COUNCIL APPROVE THE AGENDA ...motion PASSED...7-0.

2. Executive Session

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, TO RECESS INTO EXECUTIVE SESSION AT 7:02 PM FOR A PERIOD OF 30 MINUTES PURSUANT TO RCW 42.30.110(1)(I)...motion PASSED...7-0.

In addition to the entire City Council, City Manager Rob Hill, City Attorney Shannon Murphy-Olson and an outside attorney Jeff Meyer attended the Executive Session. The Executive Session was adjourned at 7:32 pm with nothing to report. The regular session was brought back to order at 7:34 pm.

3. Comments by the Public on Non Agenda Items

Michelle Moline, Centralia, addressed the Council and spoke on upcoming Holiday events.

Jeff Miller, Centralia, addressed the Council and spoke on upcoming Holiday events.

Jim Valley, Chamber, addressed the Council and spoke on upcoming Chamber events.

4. Presentations

a. Dickens of a Christmas Home Tour - Lynn Ford

Lynn Ford, Visiting Nurses, addressed the Council and spoke on the home tour that will be held on December 11th from 11 am - 5 pm.

b. Tree Lighting Ceremony - Julie Liseth

Julie Liseth, Centralia, addressed the Council and spoke on the Tree Lighting Ceremony that would be held at Washington Park on November 26th.

5. Reports

Councilor Trent - had no report.

Councilor Coumbs - reported on the Afternoon with Santa being held on December 18th and noted that the Council was sponsoring the Santa Breakfast.

Mayor Pro-Tem Canaday - reported she attended the Ann Rule event and book signing.

Councilor Fund - reported she attended the Flood Authority meeting and noted that Borst Home would soon be celebrating its 150th Birthday.

Councilor Bates - thanked Staff for all of their dedication and hard work.

Councilor Henderson - noted that the food banks are in need of donations.

Mayor Thompson - reported he spoke at the All Aboard Washington annual meeting.

6. Consent Agenda

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

7. Approval of updated Comprehensive Emergency Management Plan

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR HENDERSON, THAT THE CENTRALIA CITY COUNCIL ADOPT A RESOLUTION PROMULGATING THE CITY OF CENTRALIA COMPREHENSIVE EMERGENCY MANAGEMENT PLAN DATED NOVEMBER 23, 2010...

Chief Berg addressed the Council and reviewed the updates and noted the plan would be in effect until 2014.

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.

8. Approval of Russell Road Annexation as proposed with no modifications to the geographical area

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR FUND, THAT THE CENTRALIA CITY COUNCIL APPROVE THE RUSSELL ROAD ANNEXATION AS PROPOSED WITH NO MODIFICATIONS TO THE GEOGRAPHICAL AREA...

Community Development Director Emil Pierson addressed the Council and reviewed the proposed annexation with Council. He noted it was 23.7 acres, had 59 parcels and approximately 117 residents. Councilor Trent voiced his concern to the mandate that those with a septic tank hook up to City Sewer. Brief discussion followed.

Jeanne Reichert, Centralia, addressed the Council and spoke in favor of the annexation.

Laura McGowan, Centralia, addressed the Council and noted that one of the two residents that would have to hook up to sewer was aware of the requirement.

Mayor Thompson called for a vote on the motion...motion PASSED...6-1 (Councilor Trent).

9. Approval of Fieldcrest Annexation as proposed with no modifications to the geographical area

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE THE FIELDCREST ANNEXATION AS PROPOSED WITH NO MODIFICATIONS TO THE GEOGRAPHICAL AREA...

Mr. Pierson addressed the Council and reviewed the proposed annexation with the Council. He added that it was 10 acres, 14 parcels and approximately 35 residents.

Mayor Thompson called for a vote on the motion...motion PASSED...6-1 (Councilor Trent).

10. Approval of a resolution regarding a certified Local Government Grant with the Department of Archaeology and Historic Preservation

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR FUND, THAT THE CENTRALIA CITY COUNCIL APPROVE A RESOLUTION DESIGNATING AN APPLICANT'S AGENT FOR THE UNITED STATES DEPARTMENT OF ARCHAEOLOGY AND HISTORIC PRESERVATION GRANT PROGRAM...

Mr. Hill the process that was taken regarding this grant and how we have come to where we are tonight and Mr. Pierson reviewed the scope of work for the Council.

Historic Preservation Chair Roy Madsen addressed the Council and thanked everyone for their time and effort on this grant. Brief Council comment and discussion followed.

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.

11. Approval on first reading of an ordinance amending the 2010 Budget

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR FUND, THAT THE CENTRALIA CITY COUNCIL APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2010 BUDGET BY INCREASING THE APPROPRIATION IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...

Finance Director Brad Ford addressed the Council and reviewed the proposed amendments to the 2010 Budget.

Mayor Thompson called for a vote on the motion...motion PASSED...6-1 (Councilor Trent).

12. Final public hearing on the 2011 Proposed Budget

Mayor Thompson opened the public hearing at 9:28 pm.

Tom Nicholas, Chehalis, addressed the Council and noted his concern to the funding cut for the Lewis County Economic Development Council. Brief discussion followed. There being no further public comment,

Mayor Thompson closed the public hearing at 9:35 pm.

13. Approval on second reading of an ordinance authorizing an increase in the Regular Property Tax Levy

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE AUTHORIZING AN INCREASE IN THE CITY OF CENTRALIA REGULAR PROPERTY TAX LEVY FROM WHAT WAS LEVIED THE PREVIOUS YEAR...motion PASSED...6-1 (Councilor Trent).

14. Approval on second reading of an ordinance authorizing no change in the Emergency Medical Services Property Tax Levy

COUNCILOR BATES MOVED, SECONDED BY COUNCILOR FUND, THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE AUTHORIZING NO CHANGE IN THE CITY OF CENTRALIA'S EMERGENCY MEDICAL SERVICES PROPERTY TAX LEVY FROM WHAT WAS LEVIED THE PREVIOUS YEAR...motion PASSED...7-0.

15. Approval of second reading of an ordinance fixing the amount to be raised by Property Taxes

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE FIXING THE AMOUNT TO BE RAISED BY PROPERTY TAXES FOR THE 2011 BUDGET YEAR...motion PASSED...6-1 (Councilor Trent).

16. Approval on second reading of an ordinance approving the 2011 Budget

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE ADOPTING THE BUDGET OF THE CITY OF CENTRALIA, WASHINGTON, FOR THE YEAR 2011, AND PROVIDING FOR THE EFFECTIVE DATER HEREOF...

Mr. Ford addressed the Council and reviewed the changes in the ordinance from first reading.

Mayor Thompson noted he was uncomfortable with cutting the LCEDC and Councilor Bates and Councilor Henderson noted their concern with eliminating the Administrative Assistant position. Council discussion followed pertaining to the fact that the budget could be re-evaluated and amended later if needed.

COUNCILOR HENDERSON MOVED, SECONDED BY COUNCILOR BATES, TO PRESERVE THE ADMINISTRATIVE ASSISTANT POSITION TO BE REVIEWED IN ONE YEAR AND USE RESERVES TO FUND THE POSITION...motion FAILED...2-5 (Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund, Councilor Trent and Councilor Coumbs).

COUNCILOR HENDERSON MOVED, SECONDED BY COUNCILOR BATES, TO MAINTAIN THE $10,000 FUNDING FOR THE LEWIS COUNTY ECONOMIC DEVELOPMENT COUNCIL AND USE RESERVES...motion FAILED...3-4 (Mayor Pro-Tem Canaday, Councilor Trent, Councilor Fund and Councilor Coumbs).

Mayor Thompson called for a vote on the main motion...motion PASSED...5-2 (Councilor Trent and Councilor Henderson).
