Mayor Thompson called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Coumbs led the flag salute.

Attendance

Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund, Councilor Bates, Councilor Coumbs and Councilor Trent.

Absent: Councilor Henderson.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, THAT THE CENTRALIA CITY COUNCIL APPROVE THE AGENDA ...motion PASSED...6-0.

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, TO MOVE ITEM #2 TO THE END OF THE AGENDA...motion PASSED...6-0.

3. Comments by the Public on Non Agenda Items

Steve Bodnar, Centralia School District, addressed the Council and spoke on partnerships between the City and the School District.

Chief Berg, Centralia Police Department, addressed the Council and spoke on the lunch with Santa Program.

Steve Kories and Michelle Moline, Centralia Downtown Association, addressed the Council and spoke on events in the downtown.

4. Reports

Councilor Trent - reported that he met with Public Works Director Kahle Jennings and Information Tech Marc Baine.

Councilor Coumbs - reported he attended the Santa Breakfast.

Mayor Pro-Tem Canaday - reported she attended the tree lighting and the Visiting Nurses Home Tour.

Councilor Fund - reported she attended the 150th Birthday of the Borst Home, the Home Tour and the tree lighting.

Councilor Bates - had no report.

Mayor Thompson - reported he attended and MC'd the Santa Parade in Chehalis and the home tour.

5. Consent Agenda

a. Voucher Approval for December 14, 2010 #109839-110022 $760,558.64

b. Payroll Approval for December 3, 2010 #125538-125619 and direct deposits

#13880-14028 $1,092,795.33

c. Approval of meeting minutes for November 23, 2010

d. Approval of Consultant Contract - Geotechnical Services for May St Substation

e. Approval of Intergovernmental Agreement-Police Radio Maintenance/Repair

f. Approval of small works bid award- 1224 Woodland Ave demolition

g. Approval of change order #1-1220 Grand Ave demolition

h. Approval of consultant Agreement-Survey Monument Replacement on Tower Ave

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE THE CONSENT AGENDA...motion PASSED...6-0.

6. Approval of contract with EZ Facility for web based recreation software

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, THAT THE CENTRALIA CITY COUNCIL APPROVE A CONTRACT WITH EZ FACILITY TO PROVIDE WEB-BASED RECREATIONAL SOFTWARE AND AUTHORIZE THE CITY MANAGER TO SIGN SAID CONTRACT...motion PASSED...6-0.

7. Approval of Amended Cooperative Operations agreement - Indoor Swimming Pool

COUNCILOR COUMBS MOVED, SECONDED BY MAYOR PRO-TEM CANADAY, THAT THE CENTRALIA CITY COUNCIL APPROVE AN AMENDED COOPERATIVE OPERATIONS AGREEMENT FOR THE COMMUNITY INDOOR SWIMMING POOL BETWEEN THE CITY OF CENTRALIA, CENTRALIA SCHOOL DISTRICT AND C&J INC. "THORBECKE'S's FITLIFE CENTER" AND AUTHORIZE THE CITY MANAGER TO SIGN SAID AGREEMENT...

Community Development Director Emil Pierson addressed the Council and reviewed the changes to the agreement which included utility costs. Councilor Fund and Mayor Pro-Tem Canaday noted their concern to the ongoing costs associated with the utilities and pool. Councilor Trent added that he was not only concerned with the cost, but whether or not the City should even be involved. Mayor Thompson noted that the City was utilizing all cost saving efforts they could and that he felt the pool was an asset to the community.

Mayor Thompson called for a vote on the motion...motion PASSED...5-1 (Councilor Trent).

8. Approval of a resolution related to Hazard Mitigation grant DR 1817

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR FUND, THAT THE CENTRALIA CITY COUNCIL APPROVE A RESOLUTION DESIGNATING AN APPLICANTS AGENT FOR THE STATE OF WASHINGTON HAZARD MITIGATION GRANT PROGRAM APPLICATION DR 1817...motion PASSED...6-0.

9. Approval of a resolution related to Hazard Mitigation grant DR 1734

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, THAT THE CENTRALIA CITY COUNCIL APPROVE A RESOLUTION DESIGNATING AN APPLICANTS AGENT FOR THE STATE OF WASHINGTON HAZARD MITIGATION GRANT PROGRAM APPLICATION DR 1734...motion PASSED...6-0.

10. Approval to ratify resolution #2539 declaring a local emergency

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR FUND, THAT THE CENTRALIA CITY COUNCIL RATIFY RESOLUTION #2539 DECLARING A LOCAL EMERGENCY...motion PASSED...6-0.

11. Approval on second reading of an ordinance amending the 2010 Budget

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR FUND , THAT THE CENTRALIA CITY COUNCIL APPROVE ON SECOND READING AN ORDINANCE AMENDING THE 2010 BUDGET BY INCREASING THE APPROPRIATION IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...motion PASSED...5-1 (Councilor Trent).

12. Approval to cancel the December 28, 2010 City Council meeting and authorize the Finance Committee to approve the voucher run for that date

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, THAT THE CENTRALIA CITY COUNCIL APPROVE THE CANCELLATION OF THE DECEMBER 28, 2010 CITY COUNCIL MEETING AND AUTHORIZE THE FINANCE COMMITTEE TO APPROVE THE VOUCHER RUN FOR THAT DATE...motion PASSED...6-0.

2. Executive Session

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR FUND, TO RECESS FOR AN EXECUTIVE SESSION AT 8:00 PM FOR A PERIOD OF 15 MINUTES PURSUANT TO RCW 42.30.110(1)(I)...motion PASSED...6-0.

The Executive Session was called to order at 8:10 pm adjourned at 8:25 pm with nothing to report. City Attorney Shannon Murphy-Olson was present in the Executive Session. The regular session was brought back to order at 8:30 pm.
