Mayor Thompson called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Mayor Pro-Tem Canaday led the flag salute.

Attendance

Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund, Councilor Bates, Councilor Coumbs, Councilor Henderson and Councilor Trent.

Absent: None.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, THAT THE CENTRALIA CITY COUNCIL APPROVE THE AGENDA ...motion PASSED...7-0.

2. Presentations

a. Rotary Spelling Bee - Lynn Ford

Ms. Ford and Barbara Greatwood addressed the Council and updated them on the Rotary Spelling Bee that will be held on Friday, February 4th at 6:00 pm in Corbet Theater.

3. Comments by the Public on Non Agenda Items

Selina Gomez-Beloz, library, addressed the Council and updated them on current and upcoming events at the library.

4. Reports

Councilor Henderson - reported he has been meeting with citizens and answering general questions and concerns.

Councilor Bates - reported he attended the CDA meeting, a Chamber B&P meeting and a Twin Transit meeting.

Councilor Fund - reported she attended the Chamber annual meeting, flood meetings and Lee Grimes retirement.

Mayor Pro-Tem Canaday - reported she attended flood meetings, ribbon cutting at the Napavine skate park, the Business After Hours and the Chehalis Basin Partnership at which she was given authority to sign a letter to the Governor and Keith Phillips allowing them to take over as the lead agency in the flooding project.

Councilor Coumbs - reported he has started working on both the Youth Fair and Summerfest.

Councilor Trent - thanked Isaac Freeman for videoing the Council meetings.

Mayor Thompson - reported had attended several meetings.

Emil Pierson - announced that the City Building Official LG Nelson received an accreditation that he is one of only 14 in the State of Washington. Mayor Thompson presented him with his certificate for becoming an Accredited Code Building Official.

Ed Williams - reported on the progress at the Yelm Plant.

5. Consent Agenda

a. Voucher Approval for January 25, 2011 #110419-110600 $1,725,072.78

b. Payroll Approval for January 20, 2011 #125745-125769 and direct deposits

#14262-14348 $111,695.40

c. Approval of meeting minutes for December 14, 2010 and January 11, 2011

d. Approval of BPA Registration Agreement for Electric Reliability Criteria - $10,000

e. Approval of Labor Contract with Teamsters Local #252 for Street and Park

Maintenance Departments

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Approval of Sewer Replacement Funding Agreement with DOE

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR BATES, THAT THE CENTRALIA CITY COUNCIL APPROVE THE SEWER REPLACEMENT LOAN AGREEMENT WITH THE DEPARTMENT OF ECOLOGY IN THE AMOUNT OF $5,607,606 AND AUTHORIZE THE CITY MANAGER TO SIGN THE AGREEMENT...

Public Works Director Kahle Jennings addressed the Council and updated them on the loan agreement and how it will be used. After a brief discussion with Council,

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.

7. Approval of Memorandum of Understanding with Baseball Northwest

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, TO REMOVE THE ITEM FROM THE TABLE...motion PASSED...7-0.

The following motion is now back on the table for discussion and disposition.

COUNCILOR BATES MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE THE MEMORANDUM OF UNDERSTANDING WITH BASEBALL NORTHWEST, AND AUTHORIZE THE CITY MANAGER TO SIGN SAID MEMORANDUM...

Community Development Director Emil Pierson addressed the Council and gave background on the complex and the reasoning behind it being built - economic revenue. Each Council member spoke to the issue and Mayor Thompson asked for public comment.

Stan Lupkes, American Legion, addressed the Council and reviewed how the American Legion helps the community and the youth. He added that they will support the Council in their decision no matter which way they choose.

Don Hays, American Legion Baseball, addressed the Council and explained his position noting that he felt prior agreements were not being kept if he was not allowed the use of Ed Wheeler field on the dates in question.

Mayor Thompson called for a vote on the motion...motion PASSED...5-1 (Councilor Trent against and Councilor Henderson abstained due to not having enough information to make a decision).

8. Approval of a contribution to the FEMA Working Group

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR BATES, THAT THE CENTRALIA CITY COUNCIL APPROVE THE FEMA WORKING GROUP CONTRIBUTION IN THE AMOUNT OF $10,000 TO BE PAID FROM CASH RESERVES FROM THE WASTEWATER FUND AND AUTHORIZE A $10,000 INCREASE TO THE WASTEWATER FUND BUDGET TO BE INCLUDED IN THE FIRST AMENDMENT TO THE 2011 BUDGET...

Mr. Hill reviewed the background of the FEMA Working Group and noted that it was the recommendation fo staff to contribute to the group.

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.

9. Approval of a resolution authorizing the submission of the Russell Road Area Annexation

to the Boundary Review Board

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR HENDERSON, THAT THE CENTRALIA CITY COUNCIL APPROVE A RESOLUTION ACCEPTING AND APPROVING THE RUSSELL ROAD AREA ANNEXATION CONDITIONED UPON THE LEWIS COUNTY BOUNDARY REVIEW BOARD APPROVAL AND DIRECTING THAT THE INTENT TO ANNEX PETITION TO ANNEX BE SENT TO THE LEWIS COUNTY BOUNDARY REVIEW BOARD FOR REVIEW...motion PASSED...7-0.@

10. Approval of a resolution authorizing the submission of the Fieldcrest Area Annexation

to the Boundary Review Board

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR TRENT, THAT THE CENTRALIA CITY COUNCIL APPROVE A RESOLUTION ACCEPTING AND APPROVING THE FIELDCREST AREA ANNEXATION CONDITIONED UPON THE LEWIS COUNTY BOUNDARY REVIEW BOARD APPROVAL AND DIRECTING THAT THE INTENT TO ANNEX PETITION TO ANNEX BE SENT TO THE LEWIS COUNTY BOUNDARY REVIEW BOARD FOR REVIEW...motion PASSED...7-0.

11. Approval of consideration to update the Comprehensive Plan and Zoning Code

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR TRENT, THAT THE CENTRALIA CITY COUNCIL APPROVE THE REQUEST TO CONSIDER THE 2011 CITY OF CENTRALIA COMPREHENSIVE PLAN AND REZONE UPDATES...

Mr. Pierson addressed the Council and noted that per the Centralia Municipal Code, in order for a Comprehensive Plan amendment to be considered, the City council must take action to consider the request. Commissioner Averil came forward and noted that this was a good time for the City to be updating the plan because the County will be starting a similar process soon, and the UGA area would fall under both jurisdictions.

Mayor Thompson called for a vote on the motion...motion PASSED...7-0.

12. Executive Session pursuant to RCW 42.30.110(b) and RCW 42.30.110 (1)(I)

Expected to be approximately 30 minutes. Council may come back on the record and take action.

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, TO RECESS FOR AN EXECUTIVE SESSION AT 8:58 PM THAT WILL LAST APPROXIMATELY 30 MINUTES PURSUANT TO RCW 42.30.110(b) AND 42.30.110(1)(i)...motion PASSED...7-0.

The Executive Session was called to order at 9:05 pm and City Attorney Shannon Murphy-Olson was present. At 9:35 pm the City Council announced that they needed 5 more minutes. The Executive Session was adjourned at 9:40 pm. The regular session was brought back to order at 9:44 pm and no action was taken.
