Mayor Thompson called the regular meeting to order at 6:55 pm.

Attendance
Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund, Councilor Bates, Councilor Coumbs and Councilor Trent.
Absent: Councilor Henderson. (Arrived at 6:58 pm)
1. Approval of Agenda - As Presented
MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, THAT THE CENTRALIA CITY COUNCIL APPROVE THE AGENDA ...motion PASSED...6-0.
Councilor Henderson arrived at 6:58 pm. Mayor Thompson apologized for starting the meeting five minutes early, noting that the clock on the wall was off by five minutes. It was noted that Councilor Henderson was not late for the meeting.
2. Presentations
a. Lewis County Events Center and Sports Complex
Bill Jones, Public Facilities District and Emil Pierson, Community Development Director, addressed the Council and gave an update on the progress of the complex. Mr. Jones announced that he will be leaving the area and the Public Facilities District would be selecting his replacement soon.
3. Comments by the Public on Non Agenda Items
Fred Moon, Chehalis, addressed the Council and asked for the Council to consider amending the municipal coder rules requiring curbs, gutters and sidewalks for his subdivision. He was advised to Contact City Manager Hill.
Forrest Amos, Centralia, addressed the Council and spoke on an incident that led to hm filing a claim against the city when his medical marijuana was seized.
Aaron Wires, Chehalis, addressed the Council regarding medical marijuana laws.
4. Reports
Mr. Hill - reported on the FEMA maps, met with the school district and Dale Pullin to discuss the indoor pool, met with the Chamber and noted he will contacting the Legislature regarding Trans Alta.
Councilor Henderson - spoke on Trans Alta and the legislation.
Councilor Bates - reported he attended the CDA meeting, Twin Transit meeting, the Council Retreat and met with Chamber Staff.
Councilor Fund - reported she attended the Rotary Spelling Bee, EDC Annual Dinner, flood meetings and the Borst Home Advisory Committee.
Mayor Pro-Tem Canaday - reported she attended the Council Retreat and spoke on Trans Alta.
Councilor Coumbs - reported that the Riverside Fire Authority has been contacted about the possibility of expanding to include Chehalis and some fire districts to the south of us.
Councilor Trent - reported he attended the Council Retreat and noted that he has had inquiries from citizens that would like to volunteer in the community.
Mayor Thompson - reported had attended the Big Brothers/Big Sisters annual fundraiser.

COUNCILOR BATES MOVED, SECONDED BY MAYOR PRO-TEM CANADAY, THAT THE CENTRALIA CITY COUNCIL, ON BEHALF OF THE PUBLIC FACILITIES DISTRICT THAT WILL BE FUNDING THE PROJECT, AWARD THE CENTRALIA SPORTS COMPLEX ROADWAY, PARKING AND STORMWATER PROJECT TO THE LOWEST RESPONSIBLE BIDDER, STERLING BREEN CRUSHING INC IN THE AMOUNT OF $446,146.32...
City Engineer Jan Stemkoski addressed the Council and reviewed the bid process. Brief discussion followed. Councilor Trent noted his opposition to the motion.
Mayor Thompson called for a vote on the motion...motion PASSED...6-1 (Councilor Trent).
