Mayor Thompson called the regular meeting to order at 7:00 pm.

Pledge of Allegiance

Councilor Henderson led the flag salute.

Attendance

Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund, Councilor Bates, Councilor Henderson, Councilor Coumbs and Councilor Trent.

Absent: None.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR COUMBS, THAT THE CENTRALIA CITY COUNCIL APPROVE THE AGENDA ...motion PASSED...7-0.

2. Presentations

a. I-5 Project Update - Bart Gernhart

This presentation was postponed to a later date.

3. Comments by the Public on Non Agenda Items

Karen Lawrence, Centralia, addressed the Council and invited them to the Fox Theatre Volunteer Appreciation Night on March 18, 2011 at 6:00 pm. She added that the Westminister Church Bell Choir will be performing at the Fox Theatre on March 20, 2011.

Todd Watson, Centralia, addressed the Council and spoke on graffiti in Centralia and noted that he would like to see an ordinance adopted including it in the nuisance code.

Peter Abbarno, Centralia Downtown Association, addressed the Council and spoke on a flower basket fundraiser being held on March 11, 2011 at 5:30 pm at the Hub City Club.

Jeff Miller, Centralia, addressed the Council and spoke on the flower basket fundraising and graffiti in Centralia.

4. Reports

Mr. Hill - had no report.

Councilor Henderson - reported he attended the Southwest Clean Air Agency meeting, spoke on the graffiti issue, unemployment in our community and requested a revenue report soon from the finance department. He also suggested that staff look into conducting a community survey.

Councilor Bates - reported he attended an Economic Development Council meeting, the Care Center Quilt Auction and the Twin Transit meeting.

Councilor Fund - reported she attended the Borst Home Advisory Committee meeting.

Mayor Pro-Tem Canaday - reported she attended the Economic Development Council and Riverside Fire Authority meetings.

Councilor Coumbs - reported he is working on the Spring Youth Fair and Summerfest.

Councilor Trent - reported he attended the Law and Justice meeting and noted he would like to see a working group formed to discuss graffiti and would like to see the curbs/gutters/sidewalks issue on an agenda for discussion.

Mayor Thompson - had no report.

5. Consent Agenda

a. Voucher Approval for March 8, 2011 #110992-111135 $441,403.45

b. Payroll Approval for March 4, 2011 #126054-126135 and direct deposits #14587-14735 $1,040,488.91

c. Consideration of meeting minutes for February 22, 2011

d. Consideration of Change Order #1-City Light Interior Remodel $2,254.03

e. Consideration of Change Order #2 & Final Acceptance-Skookumchuck Levee Tree Removal $2,643.01

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR FUND, TO ACCEPT THE CONSENT AGENDA AS READ...motion PASSED...7-0.

6. Consideration of City Council Rules & Procedures

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR BATES, TO ACCEPT THE NEW CITY COUNCIL RULES AND PROCEDURES...motion PASSED...7-0.

7. Consideration on second reading of an ordinance amending certain sections of the Centralia Municipal Code Chapter 18 Building Regulations

COUNCILOR COUMBS MOVED, SECONDED MY MAYOR PRO-TEM CANADAY, TO ACCEPT THE BUILDING CODE REVISIONS AS PRESENTED AND VOTED UPON ON FIRST READING AT THE LAST MEETING...

Community Development Director Emil Pierson addressed the Council and reviewed the background on the ordinance, including the exclusion of appendices R & S that the Council voted on last meeting for first reading. Responding to Councilor Trent's question from the last meeting as to if the City is required to adopt this ordinance seeing as it is already State law, Building Official LG Nelson stated the City was required to adopt the code. He added that if the codes are not adopted locally then there can not be any changes made to it at all to make it specific to our community. Brief discussion followed.

Mayor Thompson called for a vote on the motion...motion PASSED...6-1 (Councilor Trent).

8. Executive Session pursuant to RCW 42.30.140(4). Expected to be approximately 20 minutes.

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BATES, TO ADJOURN INTO EXECUTIVE SESSION FOR A PERIOD OF 20 MINUTES TO DISCUSS LABOR ISSUES PURSUANT TO 42.30.140(4)...motion PASSED...7-0.

The Executive Session was called to order at 8:10 pm and adjourned at 8:20 pm with no action taken.

Adjournment

Mayor Thompson adjourned the meeting at 8:20 pm.
