Mayor Browning called the regular meeting to order at 7:07 p.m.

Pledge of Allegiance

Councilor Barrett led the flag salute.

Attendance

Present: Mayor Browning, Councilor Coumbs, Councilor Thompson, Councilor Barrett, Councilor Shannon, Mayor Pro-Tem Canaday and Councilor Bates.          
Absent: None.

1. Approval of Amended Agenda - As Presented

MAYOR PRO-TEM CANADAY  MOVED, SECONDED BY COUNCILOR BARRETT, TO APPROVE THE AGENDA AS AMENDED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items
      
Warren Hall and Marcia Greenfield, Southwest Washington Ballet Ensemble, addressed the Council and spoke on the 14th Annual Nutcracker being held in Corbet Theatre on December 18-20, 2009.

3. Presentations
a. Lewis County Relay for Life Kick Off

Dan Cabe addressed the Council and spoke on the ACS Relay for Life by explaining the program and how funds are distributed.  He invited everyone to Tiger Stadium on May 14th and 15th, 2010 for the event.

b. Lewis County Historical Museum Update

Tracy Lowery addressed the Council and gave a brief update on the last quarter at the museum.

4. Reports

Patrick Sorensen - reported on the protocol manual, AWC training for the City Council and updated them on the Airport Road issues.

Councilor Thompson - reported he attended a SWACA meeting and the National Guard send off.

Councilor Barrett - had no report.

Councilor Bates - reported he attended a CDA meeting, Halloween downtown and the send of for the National Guard.

Councilor Coumbs - reported there would be a Veteranís Day ceremony in Washington Park.

Councilor Shannon - reported he attended a ribbon cutting at Heirlooms and gave the background on the Airport Road transportation issue.

Mayor Pro-Tem Canaday - reported she attended an RFA meeting, Finance audit, AWC dinner and the National Guard send off.

Mayor Browning - reported that the workshop tonight would be televised, the City received flood maps from FEMA, the tree lighting would be held the day after Thanksgiving and he attended an AWC meeting.

5. Consent Agenda
a. Voucher Approval for November 10, 2009 #104263, 104278-104417 $446,248.69
b. Payroll Approval for November 5, 2009 #123752-123844 and direct deposit

c. Approval of meeting minutes October 19, 21, & 27, 2009   
d. Approval of Amendment to Wastewater Treatment Plant Facilities Plan

COUNCILOR SHANNON MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.

6. Public hearing on General Fund revenue sources, including consideration of possible
       increases in property tax revenues

Mayor Browning opened the public hearing at 7:53 pm.

Finance Director Brad Ford presented the 2010 Proposed Budget including General Fund  revenue sources and property taxes and noted that this was the time for public comment on the budget.  There being no public comment,

Mayor Browning closed the public hearing at 8:15 pm.     

7. Approval on first reading of an ordinance authorizing the Regular Property Tax Levy


COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR THOMPSON, THAT THE CENTRALIA CITY COUNCIL APPROVE ON FIRST READING AN ORDINANCE AUTHORIZING A DECREASE IN THE CITY OF CENTRALIAíS REGULAR PROPERTY TAX LEVY FROM WHAT WAS LEVIED THE PREVIOUS YEAR...

Mr. Ford reviewed the estimated regular property tax figures for the Council and audience noting that there will be a decrease due to the negative implicit price deflator.  He stated that the tax amount to be levied and the rate per thousand of assessed valuation are not final until the County provides final certified assessed values.

Mayor Browning called for a vote on the motion...motion PASSED...7-0.

8. Approval on first reading of an ordinance decreasing the Emergency Medical Services
Property Tax Levy         

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR SHANNON, THAT THE CENTRALIA CITY COUNCIL APPROVE ON FIRST READING AN ORDINANCE AUTHORIZING A DECREASE IN THE CITY OF CENTRALIAíS EMERGENCY MEDICAL SERVICES PROPERTY TAX LEVY FROM WHAT WAS LEVIED THE PREVIOUS YEAR...

Mr. Ford explained that the City agreed not to levy its existing Emergency Medical Services property tax in 2010 due to the approval of the Riverside Fire Authority levy, noting that it will be a 100% decrease in the Cityís EMS levy.

Mayor Browning called for a vote on the motion...motion PASSED...7-0.

9. Approval of first reading of an ordinance fixing the amount t be raised by Property

COUNCILOR SHANNON MOVED, SECONDED BY COUNCILOR BARRETT, THAT THE CENTRALIA CITY COUNCIL APPROVE ON FIRST READING AN ORDINANCE FIXING THE AMOUNT TO BE RAISED BY PROPERTY TAXES FOR THE 2010 BUDGET YEAR...motion PASSED...7-0.

10. Approval on first reading of an ordinance approving the 2010 Budget  
 
COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR BARRETT, THAT THE CENTRALIA CITY COUNCIL APPROVE ON FIRST READING AN ORDINANCE ADOPTING THE BUDGET OF THE CITY OF CENTRALIA, WASHINGTON, FOR THE YEAR 2010, AND PROVIDING FOR THE EFFECTIVE DATE HEREOF...

Mr. Sorenson reviewed the proposed 2010 budget for the Council and thanked staff for all of their hard work.


Councilor Shannon noted that he is predicting the need for future cuts to this budget.  Councilor Coumbs stated he felt this budget was as good as it can get for now.  Mayor Pro-Tem Canaday stated that she would like to see the contracted Prosecutor and administrative assistant in the City Managerís office eliminated and the phone system added back into the budget.  Councilor Bates noted he did not want to see any cuts to the parks department.  Councilor Thompson added he would like to see the phone system added back into the budget.  Councilor Barrett stated that he was in favor of the budget as it was presented.   Mayor Browning stated that he did not feel this budget reflects where the City wants to be in the future and added that the Community Development department will be overloaded with the addition of Economic Development and Parks Supervisor duties.

At the suggestion of Mr. Sorensen, the Council agreed to a Workshop on Tuesday, November 17th at 7:00 pm.

Mayor Browning called for a vote on the motion...motion PASSED...5-2 (Mayor Pro-Tem Canaday and Councilor Bates.)

COUNCILOR SHANNON MOVED, SECONDED BY COUNCILOR BARRETT, THAT THE CENTRALIA CITY COUNCIL REVISE THE HOTEL MOTEL TAX FUNDING ALLOCATIONS BY REMOVING THE JUPITER ARTíS CENTER AND GALLERY FOR 2010 FUNDING...

Councilor Shannon noted that he felt the Jupiter Arts Center and Gallery did not meet the qualifications to receive funding as they do not have their 501(C)3 status and therefore they should not receive funding for 2010.   Councilor Coumbs stated that the committee had recommended funding and he felt the Council should go with their recommendation.  Councilor Shannon added that it was simply a recommendation, the Council had the authority to proceed as they felt they should.

Mayor Browning called for a vote on the motion... motion PASSED...6-1 (Councilor Coumbs).
      
Joyce Barnes, Centralia, addressed the Council and stated that the microphones were not working and the audience had a difficult time hearing the meeting tonight.

Adjournment

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR BARRETT, TO ADJOURN THE REGULAR MEETING AT 8:54 PM...motion PASSED...7-0.

Mayor Browning called the Workshop to discuss the proposed Lewis County Events Center and Sports Complex to order at 9:08pm.  In attendance were: Mayor Browning, Councilor Thompson, Mayor Pro-Tem Canaday,  Councilor Coumbs, Councilor Shannon, Patrick Sorensen, Brad Ford, Deena Bilodeau, Shannon Murphy-Olson, Kahle Jennings, Jan Stemkoski, Emil Pierson, Dale Pullin and various other staff, candidates and members of the public.

Mr. Pierson and Mr. Pullin addressed the Council and reviewed that proposal to them on the Event Center and Sports Complex.  Chris Fast and Joe Thomas, Centralia, addressed the Council and spoke in favor of the complex.  Joyce Barnes, Centralia, addressed the Council and noted that she did not feel it was a good idea to eliminate the Parks Supervisor with this complex being suggested.

The Workshop was adjourned at 9:56 pm.
