Mayor Thompson called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Bates led the flag salute.

Attendance

Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund, Councilor Henderson, Councilor Trent, Councilor Bates and Councilor Coumbs.

Absent: None.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR TRENT, TO ACCEPT THE AGENDA AS PRESENTED WITH REMOVING ITEM #7...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Linda Lusher, Centralia, addressed the Council and spoke on the property of absentee home owners.

Nick Walker, Centralia, addressed the Council and spoke on road repair on Marsh, Lakeshore and Lewis Streets.

Sherri Nelson, Sierra Pacific Industries, addressed the Council and presented them with a check to pay for the Summerfest breakfast.

3. Reports

Councilor Trent - reported he attended the Goal Setting Workshop.

Councilor Henderson - reported he attended the Goal Setting Workshop, the Association of Washington Cities Conference and the Billetproof Car Show.

Councilor Bates - reported he attended a Twin Transit meeting and the Association of Washington Cities Conference.

Councilor Fund - reported she attended the Goal Setting Workshop and the Flood Authority meeting.

Councilor Coumbs - reported on Summerfest.

Mayor Pro-Tem Canaday - reported she attended the Association of Washington Cities Conference, a Summerfest meeting, the Chehalis Basin Partnership, the Toastmasters Open House and the Centralia Economic Development meeting.

Mayor Thompson - reported he attended the Association of Washington Cities Conference.

Chief Berg - recognized the retirement of Officer Paul McCormick.

Mr. Hill - updated the Council on the FEMA meeting.

4. Consent Agenda

a. Voucher Approval for June 28, 2011 #112427-112596 $615,768.64

b. Payroll Approval for June 20, 2011 #126434-126452 and direct deposits #15459-15549 $112,820.00

c. Consideration of meeting minutes for June 14, 2011

d. Consideration of Professional Services contract with Foresight Surveying $4,500

e. Consideration of Small Works Bid Award-Locust St Curb Repair $1,381.12

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR FUND, TO ACCEPT THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.

5. Public Hearing on the Six-Year Transportation Improvement Program

Mayor Thompson opened the public hearing at 7:40 pm.

City Engineer Jan Stemkoski addressed the Council and reviewed the proposed Six Year Transportation Improvement Program for 2012 through 2017.

There being no public comment,

Mayor Thompson closed the public hearing at 8:12 pm.

6. Consideration of a resolution adopting the Six-Year Transportation Improvement Program

COUNCILOR FUND MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE A RESOLUTION AMENDING THE SIX-YEAR TRANSPORTATION IMPROVEMENT PROGRAM FOR 2012-2017...motion PASSED...7-0.

7. Consideration of a Statement of Intent for BPA Contract - Tier 2 Vintage Market

This item was removed from the agenda.

8. Consideration of first reading of an ordinance vacating a portion of 5th Street

COUNCILOR HENDERSON MOVED, SECONDED BY COUNCILOR BATES, TO APPROVE THE FIRST READING OF AN ORDINANCE DECLARING 318 FEET OF 5TH STREET DIRECTLY EAST OF B STREET SURPLUS PROPERTY...motion PASSED...7-0.

9. Consideration of second reading of an ordinance to annex the Russell Rd area

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE ON SECOND READING AN ORDINANCE TO ANNEX THE RUSSELL RD AREA...motion PASSED...7-0.

10. Consideration of second reading of an ordinance to annex the Fieldcrest area

COUNCILOR BATES MOVED, SECONDED BY COUNCILOR HENDERSON, TO APPROVE ON SECOND READING AN ORDINANCE TO ANNEX THE FIELDCREST AREA...motion PASSED...7-0.
