Mayor Thompson called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Councilor Coumbs led the flag salute.

Attendance

Present: Mayor Thompson, Mayor Pro-Tem Canaday, Councilor Fund, Councilor

Henderson, Councilor Trent, Councilor Bates and Councilor Coumbs.

Absent: None.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR TRENT, TO ACCEPTTHE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Rose Bowman, Public Facilities District, addressed the Council and updated them on the event center. She noted that they are in the process of hiring a new contractor and anticipate that the project will begin as soon as July 25th.

Daniel LaPlaunt, Centralia Historic Preservation Commission, addressed the Council and stated that on July 20th the historic carriages will be moved to the Lewis County Historical Museum.

Jay Chambers, Centralia Downtown Association, addressed the Council and spoke on the JazzARTique Festival that will be held in downtown Centralia on July 15 - 17.

3. Reports

Councilor Trent - reported he attended the Lewis County Republican Party meeting and the 4th of July parade.

Councilor Henderson - reported he attended Summerfest at Borst Park, the 4th of July parade, the STP, the Antique Fest and requested voucher information from Chief Berg as well as noted that he would like to see more focus and discussion on the budget and Growth Management.

Councilor Bates - reported he attended Summerfest at Borst Park and the 4th of July parade. He thanked Downing Design for the great signs that were placed in Borst Park.

Councilor Fund - reported she would like to see if the City could partner with another agency on a newsletter, spoke on a grant for Healthy Families and the historic carriages that will be moved to the Historic Museum on July 20th. She thanked Rose Bowman for the update on the Event Center.

Councilor Coumbs - reported on the whole day of Summerfest and presented Rob Hill with an honorary spatula for all of his help cooking breakfasts at recent local events.

Mayor Pro-Tem Canaday - reported she attended Summerfest, the 4th of July parade, the STP and Antique Fest. She thanked the Riverside Fire Authority for allowing the City Council to ride on their fire truck and thanked Lee Coumbs for all he does for Summerfest.

Mayor Thompson - reported he attended the 4th of July parade, the STP and spoke on the Event Center.

Mr. Hill - reported he attended Summerfest and the 4th of July parade and thanked everyone involved. He noted that a joint meeting with the School District is tentatively set for July 25th at 6:30 pm to discuss the indoor pool.

Chief Berg - addressed the Council and responded to Councilor Henderson question as to the bike patrol costs. He noted that the cost was for routine replacement and that the bike patrol was running on limited staffing in specific areas of need.

City Clerk Deena Bilodeau - announced a Park Board opening and directed questions to the Community Development Department.

4. Consent Agendaa. Voucher Approval for July 12, 2011 #112635-112797 $490,290.05

c. Notification of a Claim For Damage 1)Jordan Pierce $350.00

d. Consideration of meeting minutes for June 28, 2011

COUNCILOR TRENT MOVED, SECONDED BY COUNCILOR FUND, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED... 7-0.

5. Public Hearing on the Edward Byrne Memorial Justice Assistance Grant (JAG)

Mayor Thompson opened the public hearing at 7:43 pm.

Chief Berg addressed the Council and noted that this public hearing was a requirement in order to apply for the grant for $12,153. He reviewed the specifics of the grant and noted that the funds will be used to equip the police motorcycles with computers and printers needed for electronic ticketing. He noted that the Centralia Police Department will be accepting public comment through the close of business on Friday, July 15, 2011.

There being no public comment,

Mayor Thompson closed the public hearing at 7:48 pm.

6. Consideration of a Professional Services Contract with Powel, Inc for Professional Configuration, training and integrations services and purchase of the Stakeout Software -$78,840

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR FUND, TO APPROVETHE CONTRACT AS PRESENTED...

Jay Pickett, Generation and System Operations Manager for City Light, addressed the Council and gave an overview of the proposed contract. Councilor Fund questioned if it was anticipated that there would be a reduction in cost next year and Mr. Pickett stated that work would be done more efficiently and in house. In response to Councilor Trent's question as to the ongoing costs and limits, Mr. Pickett stated that there was a $7,500 annual user fee on a year to year basis. Councilor Henderson questioned the additional customization section and the level of service costs. Mr. Pickett stated that portion is still in the negotiation stage to make it meet the City's needs and will be an additional cost.

Brief discussion followed. Mr. Hill addressed the Council and suggested that issue looked at and brought back at the next Council meeting.

MAYOR PRO-TEM CANADAY MOVED, SECONDED BY COUNCILOR TRENT, TO TABLE THIS ISSUE TO BE BROUGHT BACK AT THE NEXT CITY COUNCIL MEETING...motion PASSED...7-0.

7. Consideration of second reading of an ordinance vacating a portion of 5th Street

COUNCILOR COUMBS MOVED, SECONDED BY MAYOR PRO-TEM CANADAY, TO APPROVE THE SECOND READING OF AN ORDINANCE DECLARING 318 FEET OF 5TH STREET DIRECTLY EAST OF B STREET SURPLUS PROPERTY...motion PASSED...7-0.
