  Pavement Condition Rating

City of Centralia Public Works has completed the Pavement Condition Rating (PCR) for the City’s entire street infrastructure. The guidelines for developing the PCR is from WSDOT’s Pavement Surface Condition Rating Manual. The 89-page manual provides training for our employees to perform the rating. We use a combination of driving and walking all segments within the City limits and input the information into a tablet that is downloaded and stored in the City’s maintenance management software program called Lucity.
 
During a typical inspection, the employee is looking for 12 different distresses such as rutting, alligator cracking, longitudinal cracking, transverse cracking, raveling and other issues on our asphalt, concrete and chip sealed roads. By clicking on the link below, you will find information on the pie chart that shows the pavement condition values based on the employees field inspection. With a value of 85 to 100-Excellent, these roads typically need no repairs. Examples of roads within the Excellent range are S. Scheuber, Borst, and N. Gold. Roads with a value of 60 to 84-Good are Tower, Pearl, Reynolds, and Johnson. Roads with a value of 40 to 59-Fair are Ham Hill, and Marion. Roads with a value of 21 to 39-Poor are Fair, Scott, and Sharon. Roads that are valued below 20-Failed are N. Scheuber, and Delaware. Most of the failed roads are chip seal.
 
The takeaways from information that has been gathered from 2011 through 2021 is that we have increased the excellent and good road ratings from 57.5% in 2011 to 60.8% in 2021 and decreased the percentage of fair, poor or failed road ratings from 42.4% in 2011 down to 39.2% in 2021. These direct road improvements would not be possible without the passing of the Transportation Benefit District (TBD) that was approved by Centralia voters in 2016. We started road improvements in 2017 and after the 2021 construction season ends, we will have completed five (5) seasons of using these funds to make the improvements. With another five (5) years of collecting TBD funds, we hope to see more improvement in the PCR scores.
